یعنی سورۂ نساء آیت ۴ میں۔
مقرر کردہ حق سے یہ مراد ہے کہ ان کے مہر نہیں دیتے۔
کمزور بچیوں سے مراد یتیم لڑکیاں ہیں۔ کیونکہ وہ خود اپنے حق نہیں لے سکتیں۔
یہاں وِلْدَان کا لفظ ہے جو وَلَدٌ کی جمع ہے اور لڑکے اور لڑکی دونوں پر بولا جاتا ہے۔ لیکن عبارت کے مضمون سے ظاہر ہے کہ یہاں لڑکیاں مراد ہیں۔ کیونکہ انہی سے نکاح کا امکان ہے۔

The allusion in the words, that which is recited to you in the Book, is to the 4th verse of the present Surah. It was prohibited to Muslims to marry those orphan girls whose rights they could not adequately safeguard. ‘Umar, the Second Caliph would not allow the guardians of wealthy and handsome orphan girls to marry them and would insist on other and better husbands being found for them. The verse signifies that some instructions about women have already been given in the Qur’an and that other instructions follow.
Walad which is singular of Wildan is used both for a boy and a girl, but here Wildan signifies girls, marriage with whom is mentioned here.

یستفتونك (they seek of thee the decision of the Law) and یفتیکم (gives you His decision) are both derived from فتو or فتی i.e.he was or became youthful, or he was in the prime of life. فتا الرجل means, he surpassed the man in فتوة i.e. in generosity. افتاه فی الامر means, he made known or explained to him the decision of the Shari‘ah respecting the matter; or he gave him an answer stating the decision of the Law respecting a question. استفتیت الفقیه فی الامر means, I asked or sought of the jurist or the lawyer or the learned man the decision of the Shari‘ah respecting the matter. فتوی therefore means, an explanation or notification or pronouncement of the decision of the Law in some dubious or difficult matter given by a jurist or a lawyer or a man learned in religious Law. استفتاء means, asking or seeking of a jurist or a lawyer or a learned man the decision of the Law (Shari‘ah) in a certain dubious or difficult matter (Lane & Aqrab). The expression إفتا rendered in the verse as gives you the decision, is also sometimes used in the sense of permitting or giving permission, as in the well-known hadith الاثم ماحك فی صدرك وان افتاك الناس i.e. a sin is that which pricks in thy mind even if people should say that it is permissible (Lisan). In this case the Quranic clause الله یفتیکم rendered as, Allah gives you His decision, may also be translated as "Allah gives you permission".
Commentary:
The verse which has been differently translated is considered to be a rather difficult one. The decision spoken of in the clause, Allah gives you His decision, refers to what follows in the succeeding verses, i.e. 4:129-131.
The allusion in the words, that which is recited to you in the Book, is to verse 4:4 in the beginning of the present Surah. It was prohibited to Muslims to marry those orphan girls whose rights they could not adequately discharge. ‘Umar, the Holy Prophet’s Second Successor, would not allow the guardians of wealthy and handsome orphan girls to marry them but would insist on better husbands being found for them. On the other hand, if they were not so wealthy or handsome, he recommended them to their guardians for marriage so that, being acquainted with their defects and weaknesses, they might overlook their shortcomings and deal kindly with them. The expression Bahimatul-An‘am does not mean the quadrupeds from among cattle for the obvious reason that quadrupeds form a class wider than cattle. It means the quadrupeds which belong to the class of cattle or which resemble cattle. This peculiar construction has been used to signify that whereas all quadrupeds do not make lawful food, those of them that form the counterparts of cattle are allowed. Thus the expression is intended to comprise not only cattle but also such beasts of the forest as correspond to cattle, i.e. wild goat, wild cow, wild buffalo, etc.
The words, other than those which are being announced to you, refer to the animals mentioned in the verse below. The words, however, do not refer to the flesh of an animal which dies of itself and blood and the flesh of swine, because "swine" is not included among cattle and the exception here made is from among the cattle only and not from among all animals and also because this portion had already been revealed in 2:174.

They say عقدالحبل i.e. he tied the rope; or he tied it firmly and fast; or he tied it into a knot or knots. عقد means, a compact; a covenant: an agreement; a responsibility; an obligation; a treaty; an ordinance of God (Lane & Aqrab).
بھیمة (quadrupeds) of which the plural is بھائم is derived from بھم. They say بھم الرجل i.e. the man continued looking at a thing without his being relieved by doing so, i.e. he looked vacantly; he was silent and perplexed or was confounded when asked respecting a thing. ابھم الامر means, the affair became vague or dubious or confused. ابھم الباب means, he closed the door. استبھم علیه الامر means, the affair was as though it were closed against him so that he knew not how to engage in it or execute it. بھیمة means, a beast or a brute; any quadruped whether of the land or of the sea; any animal that does not discriminate or does not possess the power of expression; all animals except beasts of prey and birds (Lane & Aqrab).
انعام (cattle) is the plural of نعم (an animal of the class of cattle). They say نعم عیشه i.e. his life was or became easy, good or pleasant. نعم of which the plural is انعام means, pasturing cattle consisting of camels or sheep or goats; or all these; or camels alone (Lane & Aqrab).
The phrase بھیمة الانعام (quadrupeds of the class of cattle) which is made up of two words: بھیمة (quadrupeds) and انعام(cattle) is of rather peculiar construction. The phrase does not mean quadrupeds from among cattle, for the obvious reason that quadrupeds form a class wider than cattle. In fact, the اضافة in the phrase بھیمة الانعام is of the kind which may be called اضافة بیانیة or اضافة تشبیھیة. According to the former, the words بھیمة الانعام would mean, the بھیمة (quadrupeds) which belong to the class of انعام (cattle); and according to the latter, they would mean بھیمة (quadrupeds) which resemble انعام(cattle). This construction has been used by the Quran to signify that whereas all بھیمة (quadrupeds) do not make lawful food, those of them that form the counterparts of انعام (cattle) are allowed. Thus the expression is intended to comprise not only cattle but also such beasts of the forest as correspond to cattle, i.e. wild goat, wild cow, antelope, wild buffalo, etc.
Commentary:
In this verse the word عقود (compacts) signifies compacts made by man with God or the obligations due to Him. The word, literally meaning "knots", has acquired this meaning because in ancient times knots were tied on strings or ropes as symbols of solemn compacts. The fulfilling of compacts or obligations due to God, referred to in the present verse which primarily deals with the subject of food, contains a veiled hint that a time was coming when Muslims would have to face trials and suffer hardships in order to avoid forbidden food. It is then that they would have to be particularly regardful of God’s commandments in this respect. That time has already come and Muslims who go to Europe or America experience great difficulty in getting clean and lawful food, and they have to take special care in procuring it, if they want to avoid forbidden food.
The word صید (game), here used in connection with Ihram, means the animal hunted and not the act of hunting itself, for the commandment with regard to hunting has been given separately in 5:97. In the present verse it is only the eating of game killed by a pilgrim that is mentioned, because not only is the hunting of a land animal by a pilgrim forbidden, but even the eating of it is for him unlawful. If, however, a land animal has been killed by a pilgrim who has not yet entered into the state of Ihram, the eating of it is not forbidden to those who are in a state of Ihram, provided they render no help to the man who kills the game.

Commentary:
The words, "whoso honours the sacred things of Allah, it will be good for him with his Lord," signify that a Muslim should not treat lightly or with disrespect such things as God has sanctified or held sacred. The words cover all those things and persons that God has honoured.
In the last sentence of the verse lying and idol worship have been condemned as equally heinous. Of all abominations, falsehood, perhaps, plays the greatest part in the moral degradation of a man, second only to idol worship.
The verse also points to the great truth that without fully subscribing to the belief in Divine Unity it is impossible to get rid of mental confusion and bewilderment and to enjoy real peace of mind. An idolater falls an easy victim to unfounded superstitious fears.

对不信的人要求降示惩罚的迹象 (见上节经文), 这节经文以充满怜悯的口 气答复了他们。它问他们说, 安拉已经给了他们以 «古兰经» 为形式的仁慈的迹象。如果他们按照 «古兰经» 去做, 他们能达到高超的地位而成为世界上一个光荣和可敬的民族。为什么他们还要降示一个惩罚的迹象呢?

Commentary:
To the demand of disbelievers for a sign of punishment, the present verse gives an answer full of pathos. It asks disbelievers the pertinent question, viz. why do they demand a sign of punishment when We have already given them a sign of mercy in the form of the Quran by acting upon which they can acquire eminence and become an honoured and respected people in the world? Do they not see that the Quran has brought about a wonderful transformation in the lives of its followers? Does not this fact alone constitute a sign for them?
