13:28.
زلزلہ تو طبعی طور پر آیا تھا‘ مگر قوم کے شرک کی وجہ سے حضرت موسیٰ علیہ السلام کو خیال ہوا کہ شاید ہمیں سزا دینے کے لئے آیا ہے۔

The earthquake was a natural phenomenon. Moses feared that it was a Divine punishment for the sins of his people.

Commentary:
This verse shows that the tablets were not broken as alleged by the Bible; for if they were broken, how could the very tablets have been taken up again. The word نسخة (writing) explained above also hints that Moses did not receive any written tablets from God but that he himself wrote them under divine inspiration.
The word سفھاء (the foolish) is used here not in the general sense but in the specific sense of the foolish in the ways of God, i.e. "ignorant", for every act of disobedience is born of ignorance, even if it is committed intentionally. Those, who were clever enough to render Aaron helpless, could not be called fools in the ordinary sense of the word. They are called سفھاء (fools) because they did not possess the sense and intelligence to understand the Word of God.
The incident of the calf proved to be the first occasion when the transgressors among the Israelites became distinguished from true believers, and the prophecy, Soon shall I show you the abode of the transgressors (7:146), was fulfilled.

زلزلہ تو طبعی طور پر آیا تھا‘ مگر قوم کے شرک کی وجہ سے حضرت موسیٰ علیہ السلام کو خیال ہوا کہ شاید ہمیں سزا دینے کے لئے آیا ہے۔

Commentary:
This verse shows that the tablets were not broken as alleged by the Bible; for if they were broken, how could the very tablets have been taken up again. فَٱنطَلَقَا حَتَّىٰٓ إِذَآ أَتَيَآ أَهْلَ قَرْيَةٍ ٱسْتَطْعَمَآ أَهْلَهَا فَأَبَوْا۟ أَن يُضَيِّفُوهُمَا فَوَجَدَا فِيهَا جِدَارًا يُرِيدُ أَن يَنقَضَّ فَأَقَامَهُۥ ۖ قَالَ لَوْ شِئْتَ لَتَّخَذْتَ عَلَيْهِ أَجْرًا
اس میں اس واقعہ کی طرف اشارہ ہے کہ محمد رسول اللہ صلی اللہ علیہ وسلم یہودیوں اور عیسائیوں سے تعاون کی اپیل کریں گے لیکن وہ اس سے انکار کر دیں گے۔ سب تاریخ اسلام اس پر شاہد ہے۔
فَوَجَدَا فِیْھَا جِدَارًا یُّرِیْدُ اَنْ یَّنْقَضَّ اس حصّۂ آیت کا لفظی ترجمہ تو یہ ہے کہ ان دونوں نے اس بستی میں ایک ایسی دیوار پائی جو گرنے کا ارادہ کر رہی تھی۔ لیکن اس کی بجائے ہم نے یہ ترجمہ کیا ہے کہ ’’انہوں نے اس (بستی) میں ایک ایسی دیوار پائی جو گرنے کو تھی۔‘‘ یہ ترجمہ عربی زبان کے محاورہ کے بالکل مطابق ہے۔ کیونکہ عربی زبان میں بعض دفعہ اَرَادَ کا لفظ تو استعمال کیا جاتا ہے مگر اس سے مراد دماغی ارادہ نہیں ہوتابلکہ مراد یہ ہوتی ہے کہ حالات کے لحاظ سے اس چیز پر قریب وقت میں وہ حالت آنے والی ہے۔ چنانچہ امام ابو منصورر ثعالبی جو لغت ِعرب کے مشہور امام
The verse seems to signify that Moses and the Holy Prophet would seek the cooperation of Jews and Christians in the cause of God but it would be denied to both of them.
Commentary:
The words اھل قریة (people of a town) in a dream signify, one or more nations; and asking for their hospitality means, seeking their cooperation in a righteous cause. In this sense of the words, اھل قریة the verse would mean that Moses and the Holy Prophet would seek the cooperation of Jews and Christians in the cause of God but it would be denied to both of them. That the Jews flatly refused to give any cooperation or assistance to Moses when he asked them to go with him to conquer Canaan is clearly stated in the Quran (5:22-25). The Holy Prophet also failed to receive the cooperation of Christians in even such a noble cause as the establishment of the Unity of God on earth. Says the Quran, O People of the Book! come to a word equal between us and you—that we worship none, but Allah, and that we associate no partner with Him and that some of us take not others for Lords besides Allah. But if they turn away, then say, ‘Bear witness that we have submitted to God (3:65).
According to Ta‘tirul-Anam, جدار (wall) in a vision with a breach in it denotes a leader of a people or a learned man who has lost his property and the repairing of it signifies the restoration of the property of that leader.
In view of these interpretations, the words, And they found therein a wall which was about to fall, signify that Jewish and Christian religious leaders would lose all influence over their followers; and the repairing of the wall denotes that that influence would be rehabilitated. These words may also refer to the progress made by the Israelites through Moses and by the Ishmaelites through the Holy Prophet. The words, if thou hadst desired, thou couldst have taken payment for it, may mean that the business instinct of the Jewish and Christian peoples would grow so strong that they would not do anything without demanding remuneration for it.

Commentary:
The words اھل قریة (people of a town) in a dream signify, one or more nations; and asking for their hospitality means, seeking their cooperation in a righteous cause. The several preceding verses contained directions for Muslims as how to conduct themselves in affairs of social importance. The present verse, however, deals with affairs of national importance. The Muslims are enjoined that when they are with the Holy Prophet, engaged in transacting a business of national importance, they should not leave the assembly without his permission. It may also be inferred from this verse that in affairs concerning a whole nation or community, the individual loses his independence of action. He must abide by the decision arrived at by the assembly of Muslims, presided over by the Holy Prophet, his Successor or their accepted and elected Leader.

Islam is very sensitive about the maintenance of a living relationship between an individual Muslim and the central authority of the Muslim community.
