ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَٰلِهِۦ ۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ
English - Hazrat Molavi Sher Ali ra
It is Allah Who sends the winds so that they raise a cloud. Then He spreads it in the sky as He pleases and places it layer upon layer and thou seest the rain issuing forth from its midst. And when He causes it to fall on whom He pleases of His servants, behold! they rejoice;
اردو ترجمہ مرزا طاہر احمد خلیفة المسیح الرابعؒ
اللہ ہی ہے جو ہواؤں کو بھیجتا ہے پس وہ بادل اٹھاتی ہیں۔ پھر وہ اسے آسمان میں جیسے چاہے پھیلا دیتا ہے اور پھر وہ اُسے مختلف ٹکڑوں میں تبدیل کر دیتا ہے۔ پھر تُو دیکھتا ہے کہ اس کے بیچ میں سے بارش نکلتی ہے۔پھر جب وہ اپنے بندوں میں سے جس کو چاہے یہ (فیض) پہنچاتا ہے تو معاً وہ خوشیاں منانے لگتے ہیں۔
French
C’est Allāh Qui envoie les vents de sorte qu’ils soulèvent un nuage. Ensuite Il le répand dans le ciel comme Il le veut, ensuite, Il le transforme en différents morceaux, et tu vois la pluie sortir de son milieu. Et lorsqu’Il la fait tomber sur qui Il veut de Ses serviteurs, voilà qu’ils s’en réjouissent ;

Allah ist es, Der die Winde entsendet, so dass sie eine Wolke hochtreiben. Dann breitet Er sie am Himmel aus, wie Er will, und häuft sie auf, Schicht auf Schicht, und du siehst den Regen hervorbrechen aus ihrer Mitte. Und wenn Er ihn fallen lässt auf wen Er will von Seinen Dienern, siehe, dann jauchzen sie,

[c]是安拉遣送风, 以便它们 (把水蒸气) 在云的形状中升起。然后他按照自己的意愿使它散布于天空, 继而使它分成碎块, 于是你见到雨点从 (云) 中降下。当他把雨水落于他所愿赐的仆人时, 他们便马上欢喜起来。

Quindi Egli la estende nel cielo, come Gli piace, e quindi ve la pone a strati, e tu vedi la pioggia che esce di mezzo ad essa. E quando Egli la fa cadere su quanti dei Suoi servi Gli aggrada, ecco, essi si rallegrano,

Es Al‑lah Quien envía los vientos para que levanten la nube. Después la extiende por el cielo como Le place y la coloca capa sobre capa y ves la lluvia que sale de en medio de ella. Y cuando la hace caer sobre quienes Le agradan de Sus siervos, mirad cómo se regocijan;
اردو تفسیرِ صغیر
اللہ وہ ہے جو ہواؤں کو بھیجتا ہے‘ پھر وہ ہوائیں بادل کی شکل میں بخارات اٹھاتی ہیں۔ پھر وہ اس کو جس طرح چاہتا ہے آسمان میں پھیلا دیتا ہے اور وہ اسے ٹکڑے ٹکڑے[2] کر دیتا ہے اور تو بارش کو دیکھتا ہے کہ اس (بادل) میں سے ٹپکتی ہے پھر جب خدا اس بادل کو اپنے بندوں میں سے جس تک پسند کرے پہنچا دیتا ہے تو اچانک وہ خوش ہو جاتے ہیں۔
یعنی ایک بادل کے کئی بادل بنا دیتا ہے۔ تا ایک لمبے علاقہ کو سیراب کر سکیں۔
English - Short Commentary Translation
[c]It is Allah Who sends the winds so that they raise the vapours in the form of a cloud. Then He spreads it in the sky as He pleases, and then He spreads it into fragments, and thou seest the rain issuing forth from its midst. And when He causes it to fall on whom He pleases of His servants, behold! they rejoice;

Important Words:
کسفا (pieces) is derived from کسف (kasafa). They say کسف الثوب i.e. he cut up the cloth. کسف أمله means, his hope was blasted. کسفة means, piece, fragment, part (Aqrab).
ودق (rain) is infinitive-noun from ودق (wadaqa). They say ودق السماء i.e. the cloud rained. ودق السیف means, the sword became sharp (Aqrab).

اللہ ہی ہے جو ہواؤں کو بھیجتا ہے اور وہ بادل اٹھاتی ہیں، پھر وہ اِن بادلوں کو آسمان میں پھیلا دیتا ہے جس طرح چاہتا ہے اور انہیں ٹکڑیوں میں تقسیم کرتا ہے، پھر تُو دیکھتا ہے کہ بارش کے قطرے بادل سے ٹپکے چلے آتے ہیں یہ بارش جب وہ اپنے بندوں میں سے جن پر چاہتا ہے برساتا ہے

It is Allah who sends the winds, and they stir the clouds and spread them in the sky however He wills, and He makes them fragments so you see the rain emerge from within them. And when He causes it to fall upon whom He wills of His servants, immediately they rejoice

الله وہ ہے جو ہوائیں چلاتا ہے پھر وہ بادل کو اٹھاتی ہیں پھر اسے آسمان میں جس طرح چاہے پھیلا دیتا ہےاور اسے ٹکڑے ٹکڑے کر دیتا ہے پھر تو مینہ کو دیکھے گا کہ اس کے اندر سے نکلتا ہے پھر جب اسے اپنے بندوں میں سے جسے چاہتا ہے پہنچاتا ہے تو وہ خوش ہو جاتے ہیں

Allah (is) the One Who sends the winds, so they raise (the) clouds, then He spreads them in the sky, how He wills, and He makes them fragments so you see the rain coming forth from their midst. Then when He causes it to fall on whom He wills of His slaves, behold! They rejoice.
