Important Words:
ثبطھم (He kept them back) is derived from ثبط (thabita), i.e. he was or became stupid or weak in his action; or he became heavy, sluggish or slow. ثبطه عن الامر(thabbata-hu) means, he hindered or withheld him from doing the affair; or he diverted him from it by occupying him otherwise; or he prevented him from doing it by making him cowardly and weak-hearted; or he intervened as an obstacle between him and the affair (Lane).
Commentary:
The verse exposes the hollowness of the excuse offered by the hypocrites. It purports to say that if the hypocrites had been really anxious to march out but had only been prevented from doing so by unforeseen obstacles over which they had no control and which had cropped up at the last moment, they should have made preparations for the expedition long before by providing themselves with arms and provision. But they did nothing of the sort. Thus the fact that they made no preparation and came with their excuses at the eleventh hour shows that from the very beginning they had no intention or desire to go and that the excuses they brought forward were only so many covers to veil their hypocrisy.

Commentary:
The verse was probably revealed when the Holy Prophet was away from Medina during his expedition to Tabuk. But if, as some commentators think, it was revealed after his return to Medina, it would be taken to allude to what the hypocrites previously used to say regarding the said expedition. They thought that he would never return from the expedition alive. So the Quran, in this verse reminds them of what they used to say about the Holy Prophet, and of his safe return, contrary to their expectation.
The particle ان (if), it should be noted, does not always express doubt but is often used as simply a conditional particle. Moreover, it is sometimes used not from the point of view of the speaker, but from that of the person addressed. The word is here used by God and it is obvious that God had no doubt as to the safe return of the Prophet. So it must be taken to express the state of mind of the hypocrites.

اَمَتَّنَا اثْنَتَیْنِ میں ایک تو وہ موت مراد ہے جو پیدائش سے پہلے زمانہ کے ساتھ تعلق رکھتی ہے اس کو یاد دلا کر وہ کہتے ہیں کہ الٰہی تو نے دو دفعہ ہم پر ایسی حالت طاری کی کہ ہم مُردوں کی مانند تھے۔ ایک دفعہ پیدائش سے پہلے اور ایک دفعہ زندگی کے بعد۔ اَحْیَیْتَنَا اثْنَتَیْنِ میں بھی دو زندگیوں کی طرف اشارہ کیا ہے ایک دفعہ جب ماں کے پیٹ سے بچہ نکلا اور اس نے سانس لیا اور دوسری دفعہ جب وہ اس دنیا میں زندگی گذار کر مرے گا اور پھر زندہ کیا جائے گا۔
یعنی دو دفعہ موت کے بعد ہمیں زندگی ملی مگر پھر بھی ہم نے نصیحت حاصل نہ کی۔ تو کیا یہ ہمارا گناہ ناقابلِ معافی ہوگا یا کوئی ایسا ذریعہ بھی ہے جس سے معافی مل جائے۔ قرآن کریم سے معلوم ہوتا ہے کہ اس دنیا میں تو یہ موقعہ ہے کہ انسان وقت کے نبی کو قبول کرے اور توبہ کرے تو اس کے پچھلے سب گناہ معاف ہو جاتے ہیں اور دوسرا موقعہ مرنے کے بعد شفاعت کا ہے جس کا ذکر قرآن کریم میں آچکا ہے کہ نبیوں اور فرشتوں کے ذریعہ سے جن کو خداتعالیٰ شفاعت کرنے کی اجازت دے گا بعض لوگ نجات پا جائیں گے (ترمذی ابواب صفۃ القیامۃ۔ باب ماجاء فی الشفاعَۃِ و بخاری کتاب الرقاق)

چنانچہ حضرت ابوبکرؓ کے زمانہ میں بھی مدینہ کے قریب کی اقوام مرتد ہو گئی تھیں لیکن حضرت ابوبکرؓ انہیں پھر اسلام کی طرف لائے اسی طرح حضرت عمرؓ کے زمانہ میں قیصر و کسریٰ کی شوکت کی وجہ سے مسلمان قبائل لرز گئے تھے مگر حضرت عمرؓ نے وعظ اور نصیحت سے ان میں نئے سرے سے جوش پیدا کیا اور ان کو لے کر قیصر و کسریٰ کو شکست دی۔
