Certainly not! for he was stubbornly opposed to Our Signs.
The word, Kalla, is used to reject the request of a person and to reprimand him for making it (Lane).

The verse purports to say that disbelievers entertain very high ambitions but those ambitions shall not materialize. On the contrary, they shall be punished; the particle کلا being used to reject the request of a person and to reprimand him for making it (Lane).
