The difference between الکبیر (the Incomparably Great) and المتعال (the Most High) is that whereas the former word expresses the greatness of God in relation to human beings, the latter expresses His absolute eminence independently of any relationship with human beings.
Commentary:
The verse implies the hint that in order to checkmate and frustrate the plans of the enemy and to achieve success against him it is necessary to know his plans, both open and secret. The adversaries of the Holy Prophet are warned that they have to deal with a Being Who has full knowledge of their plans and Who, being Great, can easily foil and frustrate them. But being also High, His plans to bring about their ruin are hidden from them. How can they then hope to succeed against His Prophet and Messenger?

Commentary:
The metaphor of the last verse is continued in the present verse. It purports to say that Muslims will grow and prosper because God is Truth. He has revealed the truth which the Muslims follow and practise. Islam has come to stay because it is truth and truth is invincible while falsehood is perishable.
The words "Allah is the High, the Great" signify that it is impossible that a dispensation established by God should fail, as this would constitute a serious reflection on His Greatness and Glory.

قرآن کریم میں باربار جنتوں کے متعلق آتا ہے کہ ان کے نیچے نہریں بہتی ہیں حالانکہ جو نہریں باغوں میں بہتی ہیں وہ ان کے نیچے نہیں بہتیں۔ سو یاد رکھنا چاہیے کہ دنیا کے باغات کے اندر جو نہریں بہتی ہیں وہ گورنمنٹ یا کسی بڑے زمیندار کے ماتحت ہوتی ہیں مگر اللہ تعالیٰ فرماتا ہے کہ جنتوں میں بہنے والی نہریں ان جنتوں میں رہنے والوں کے قبضہ میں ہوں گی اور وہ درختوں کے بھی اور پانیوں کے بھی کامل مالک ہوں گے۔

بَاطِلٌ کے معنے جھوٹے کے بھی ہیں اور تباہ ہونے والے کے بھی۔ چونکہ یہ حقّ کے مقابلہ کا لفظ ہے‘ اس لئے باطل کے ہم نے وہی دونوں معنے کیے ہیں جو حقّ کے مقابل کے ہیں۔

چونکہ پہلے یہ کہا گیا تھا کہ کفار کے حق میں کبھی سفارش قبول نہیں کی جائے گی اور اب یہ کہا گیا ہے کہ سفارش قبول کی جائے گی اور یہ اختلاف تھا اس لئے اس آیت میں اس اختلاف کو دور کیا گیا ہے اور فرماتا ہے کہ شفاعت قبول تو ہوگی مگر اس کی جس کو خداتعالیٰ اجازت دے گا اور چونکہ شفاعت کا قبول ہونا اذن پر مبنی ہے۔ اس لئے جن کو شفاعت کی اجازت دی جائے گی وہ بھی گھبرا جائیں گے اور کہیں گے کہ یہ غیر معمولی کام ہم سے کیوں لیا جاتا ہے۔ تب ان کے اردگرد کے دوسرے ملائکہ یا دوسری مخلوق ان سے پوچھے گی کہ ابھی راز کے طور پر تم کو خداتعالیٰ نے کیا کہا ہے۔ وہ کہیں گے بظاہر تو انہونی بات ہے مگر چون

فزع (relieved of fear) is derived from فزع (fazi‘a) which means, he feared, or became afraid of. فزعه (fazza‘-hu) means, he frightened him. فزعه عنه means, he removed fear or fright from him (Lane & Aqrab).
Commentary:
The verse signifies that when punishment is decreed for a people on account of their evil deeds, no intercession can avail them.
The words "their hearts" may signify "the hearts of the intercessors" and the pronoun "they" in the words "they would say" refers to the sinful people who will be punished, and the second "they" in the expression "they will answer, 'the truth'" to the intercessors or to the Messengers of God. Or the words "their hearts" may refer to the hearts of disbelievers and the pronoun "they" to them in both the sentences. In such a case the verse would mean that when the curtain will be lifted from the eyes of disbelievers and reality will dawn on them in its naked form, they will say to themselves that what God had said through His Messengers was true.

一个信者要经过不同阶段的强力的精神锻炼。在第一个阶段, 他必须对自己低劣的愿望和情欲作坚决的斗争, 严于克己。在第二阶段他向目标前进的速度是渐进的, 在最后阶段, 他的道德、精神地位达到了完善的程度, 他非常迅速而稳步地向着自己的伟大目标前进。
A believer passes through various stages of rigorous spiritual discipline. At the first stage he wages a veritable war against his low desires and passions and practises strict self-denial. At the next stage his progress towards his goal is only gradual, and at the last stage he attains his full moral stature and his progress towards his great goal is very rapid and uniform.
Commentary:
After mentioning in verse 25 above that Divine Messengers were sent to all the peoples, and after explaining in the immediately preceding verse (v. 32) that the Quran testifies to the Divine origin of all the Books that were given to those Messengers and fulfils the prophecies that the former Prophets and Divine Books had made about the Quran and the Holy Prophet, the verse under comment proceeds to say that the sacred and onerous duty of preaching this last Divine Message to mankind has been entrusted to men whom God has specially selected for this purpose. They are not men of ordinary calibre. They have fully fitted themselves for the discharge of this great duty by passing through various stages of rigorous spiritual discipline. The following are the three stages through which a believer has to pass to attain a very high degree of spiritual development. In the first stage he wages a veritable war against his low desires and passions, and practises strict self-denial. It is after he has learned to control his passions and suppress his evil desires that he moves on to the next stage of "taking the middle course." At this stage, he does not falter or fall but his progress towards his goal is but gradual. It is at the third and last stage when he has attained his full moral stature that his progress towards the realization of his great goal becomes rapid and uniform. This stage has been termed سابق بالخیرات in this verse.
