Why, then, were there not among the generations before you persons possessed of understanding who would have forbidden corruption in the earth — except a few of those whom We saved from among them? پس کیوں نہ تم سے پہلے زمانوں میں کچھ ایسے صاحبِ عقل لوگ ہوئے جو زمین میں فساد سے روکتے۔ ہاں مگر اُن چند ایک کا معاملہ الگ ہے جن کو ہم نے اُن میں سے نجات دی۔ اور جن لوگوں نے ظلم کیا انہوں نے اُس کی پیروی کی جس کی بِنا پر وہ (پہلے لوگ) سرکش ٹھہرائے گئے اور وہ مجرم (لوگ) تھے۔

Pourquoi donc, n’y eut-il pas dans les générations qui vous précédèrent des hommes doués d’intelligence qui auraient interdit la corruption sur la terre, excepté quelques-uns de parmi ceux que Nous sauvâmes ? اردو تفسیرِ صغیر

پھر کیوں ان قوموں میں سے جو تم سے پہلے (زمانہ میں) تھیں ایسے عقلمند (لوگ) نہ نکلے جو (لوگوں کو) ملک میں بگاڑ پیدا کرنے سے روکتے۔ سوائے چند ایک کے جنہیں ہم نے (ان کے بدیوں سے رکنے اور روکنے کی وجہ سے) بچا لیا۔ اور (باقی لوگ) جنہوں نے ظلم (کا شیوہ اختیار) کیا تھا اس (مال و متاع کی لذت) میں مشغول ہو گئے جس میں انہیں آسودگی بخشی گئی تھی۔ اور مجرم ہو گئے۔

Why, then, were there not among the generations before you persons possessed of understanding, who would have forbidden corruption in the earth, except a few among them whom We saved? But [b]the wrongdoers pursued the enjoyment of the good things which they were given in plenty, and they became guilty.

Important Words:

اولوا بقیة (persons possessed of understanding). بقیة it is derived from بقی which means, he or it remained, lasted, endured and was or became permanent or perpetual. They say بقی من الشیء بقیة i.e. a remnant, relic or residue of the thing retained. The Arabs say فلان من بقیة القوم i.e. such a one is of the best of people, for it is the best that lasts. اولوا بقیة means, persons possessed of excellence, or persons possessing a relic of judgement and intelligence, or persons of understanding and discrimination, or persons possessing a quality of watching or observing and, hence, of guarding and preserving (Lane & Aqrab). See also 11:87.

اترفوا (they were afforded ease and comfort) is derived from ترف which means, he enjoyed or led a plentiful and a pleasant or an easy and delicate life; or a life of ease and plenty. They say اترفه المال i.e. wealth made him behave exorbitantly; or to be excessively disobedient or rebellious; or to exalt himself; be inordinate in infidelity; or to be extravagant in acts of disobedience and in wrongdoing. اترف الرجل means, the man persisted in, resolved upon, transgression, wrongdoing and deviation from the right way (Lane & Aqrab).

Commentary:

This verse makes a fleeting reference to a serious but general mistake. It purports to say that, when experience had shown that man has a tendency to become corrupt, why did not the wise men among past generations recognize this responsibility about their own people and at the outset warn them of the evil consequences of their bad deeds and thus nip the evil in the bud. But instead of doing this they allowed the evil to grow, with the result that their people became totally corrupt and depraved. These people, instead of learning a lesson from the fate of their predecessors, lost themselves in pursuit of the paltry things of the world and the result was that they ranged themselves with wrongdoers and became estranged from God.

پھر کیوں نہ اُن قوموں میں جو تم سے پہلے گزر چکی ہیں ایسے اہل خیر موجود رہے جو لوگوں کو زمین میں فساد برپا کرنے سے روکتے؟ ایسے لوگ نکلے بھی تو بہت کم، جن کو ہم نے ان قوموں میں سے بچا لیا، ورنہ ظالم لوگ تو انہی مزوں کے پیچھے پڑے رہے جن کے سامان انہیں فراوانی کے ساتھ دیے گئے تھے اور وہ مجرم بن کر رہے

So why were there not among the generations before you those of enduring discrimination forbidding corruption on earth - except a few of those We saved from among them? But those who wronged pursued what luxury they were given therein, and they were criminals.

سو ان جماعتوں میں ایسے لوگ کیوں نہ ہوئے جو تم سے پہلے تھیں جو ملک میں فساد پھیلانے سے منع کرتے بجز چند آدمیوں کے جنہیں ہم نے ان میں سے بچا لیا تھا اور جن لوگو ں نے نافرمانی کی تھی وہ تو انہیں لذتوں کے پیچھے پڑے رہے جو ان کو دی گئی تھیں اور وہ مجرم تھے

Or if there had been, of the generations before you, men of a remainder forbidding corruption in the earth -- except a few of those whom We delivered of them; but the evildoers followed the ease they were given to exult in and became sinners.

Why were there not, out of the generations that passed away before you, righteous men who would forbid others from causing corruption on the earth? And if such were there, they were only a few whom We had saved from those generations, or else the wrong-doers kept pursuing the ease and comfort which had been conferred upon them, thus losing themselves in sinfulness.
