English - Hazrat Molavi Sher Ali ra
And when a Surah is revealed, enjoining, ‘Believe in Allah and strive in the cause of Allah in company with His Messenger,’ those of them who possess affluence ask leave of thee and say, ‘Leave us that we be with those who sit at home.’

اور جب بھی کوئی سورت اُتاری جاتی ہے کہ اللہ پر ایمان لے آؤ اور اس کے رسول کے ساتھ شامل ہو کر جہاد کرو تو ان میں سے دولت مند تجھ سے رخصت چاہتے ہیں اور کہتے ہیں ہمیں چھوڑ تاکہ ہم بیٹھ رہنے والوں کے ساتھ ہو جائیں۔
French
Et lorsqu’une sourate est révélée,enjoignant ceci : « Croyez en Allāh et luttez pour Sa cause en compagnie de Son Messager, » ceux d’entre eux qui sont opulents te demandent la permission et disent : « Laisse-nous rester en compagnie de ceux qui restent assis chez eux. »

اور جب کوئی سورۃ (اس حکم کے ساتھ) نازل ہوتی ہے کہ اللہ پر ایمان لاؤ اور اس کے رسول کے ساتھ مل کر جہاد کرو۔ تو ان میں سے مال دار لوگ تجھ سے اجازت مانگنے لگ جاتے ہیں اور کہتے ہیں۔ ہمیں پیچھے چھوڑ جائیں تا کہ ہم ان لوگوں کے ساتھ رہیں جو کہ پیچھے بیٹھنے والے ہوں گے۔
English - Short Commentary Translation
And when a Surah is revealed, enjoining, ‘Believe in Allah and strive in His cause in company with His Messenger,’ men of wealth and affluence among them ask leave of thee and say, ‘Leave us that we be with those who sit at home’.[1204]
The words need not be taken to have been actually uttered by the Hypocrites. They simply express a state of affairs implying that they came to the Holy Prophet with various excuses for staying behind.

And when a Surah is revealed, enjoining, ‘Believe in Allah and strive in the cause of Allah in company with His Messenger,’ those of them who possess affluence ask leave of thee and say, ‘Leave us that we be with those who sit at home.’[1238]
Commentary:
The words, Leave us that we be with those who sit at home, need not be taken to have been actually uttered by the hypocrites. They simply express a state of affairs implying that the hypocrites came to the Holy Prophet with various excuses, asking his leave to stay behind.

جب کبھی کوئی سورۃ اس مضمون کی نازل ہوئی کہ اللہ کو مانو اور اس کے رسول کے ساتھ جہاد کرو تو تم نے دیکھا کہ جو لوگ ان میں سے صاحب مقدرت تھے وہی تم سے درخواست کرنے لگے کہ انہیں جہاد کی شرکت سے معاف رکھا جائے اور انہوں نے کہا کہ ہمیں چھوڑ دیجیے کہ ہم بیٹھنے والوں کے ساتھ رہیں

And when a surah was revealed [enjoining them] to believe in Allah and to fight with His Messenger, those of wealth among them asked your permission [to stay back] and said, "Leave us to be with them who sit [at home]."

اور جب کوئی سورة نازل ہوتی ہے کہ الله پر ایمان لاؤ اور اس کے رسول کےساتھ ہو کر جہاد کرو تو ان میں سے دولت مند بھی تجھ سے رخصت مانگتے ہیں اورکہتے ہیں کہ ہمیں چھوڑ دے کہ بیٹھنے والوں کے ساتھ ہو جائیں

The words من قبلھم may mean, (i) those persons who have been mentioned in v. 28 above; or (ii) those who have attained puberty before them.

اور جب تمہارے بچے عقل کی حد کو پہنچ جائیں تو چاہے کہ اُسی طرح اجازت لیکر آیا کریں جس طرح اُن کے بڑے اجازت لیتے رہے ہیں اِس طرح اللہ اپنی آیات تمہارے سامنے کھولتا ہے، اور وہ علیم و حکیم ہے
