یعنی ملک میں ایسے سامان پیدا کرنے شروع کیے کہ وہ اس عذاب سے بچ جائیں لیکن خدائی سزا سے بچنے کے لئے انسانی تدبیریں کہاں کام دے سکتی ہیں۔
