يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَقْتُلُوا۟ ٱلصَّيْدَ وَأَنتُمْ حُرُمٌ ۚ وَمَن قَتَلَهُۥ مِنكُم مُّتَعَمِّدًا فَجَزَآءٌ مِّثْلُ مَا قَتَلَ مِنَ ٱلنَّعَمِ يَحْكُمُ بِهِۦ ذَوَا عَدْلٍ مِّنكُمْ هَدْيًۢا بَٰلِغَ ٱلْكَعْبَةِ أَوْ كَفَّٰرَةٌ طَعَامُ مَسَٰكِينَ أَوْ عَدْلُ ذَٰلِكَ صِيَامًا لِّيَذُوقَ وَبَالَ أَمْرِهِۦ ۗ عَفَا ٱللَّهُ عَمَّا سَلَفَ ۚ وَمَنْ عَادَ فَيَنتَقِمُ ٱللَّهُ مِنْهُ ۗ وَٱللَّهُ عَزِيزٌ ذُو ٱنتِقَامٍ
English - Hazrat Molavi Sher Ali ra
O ye who believe! kill not game while you are in a state of pilgrimage. And whoso amongst you kills it intentionally, its compensation is a quadruped like unto that which he has killed, as determined by two just men from among you, the same to be brought as an offering to the Ka‘bah; or as an expiation he shall have to feed a number of poor persons, or fast an equivalent number of days, so that he may taste the penalty of his deed. As for the past, Allah forgives it; but whoso reverts to it, Allah will punish him for his offence. And Allah is Mighty, Lord of retribution.

اے لوگو جو ایمان لائے ہو! شکار مارا نہ کرو جب تم اِحرام کی حالت میں ہو۔ اور تم میں سے جو اُسے جان بوجھ کر مارے تو اس کی سز ا کے طور پر کعبہ تک پہنچنے والی ایسی قربانی پیش کرے جو اس جانور کے برابر ہو جسے اس نے مارا ہے، جس کا فیصلہ تم میں سے دو صاحبِ عدل کریں۔ یا پھر اس کا کفارہ مسکینوں کو کھانا کھلانا ہے یا پھر اس کے برابر روزے (رکھے) تاکہ وہ اپنے فعل کا بد نتیجہ چکھے۔اللہ نے درگزر کیا ہے اس سے جو گزر چکا۔ پس جو اِعادہ کرے گا تو اللہ اس سے انتقام لے گا اور اللہ کامل غلبہ والا (اور) انتقام لینے والا ہے۔
French
Ô vous qui croyez ! Ne tuez pas de gibier quand vous êtes en état de Pèlerinage. Et celui d’entre vous qui en tuera à dessein devra rendre, en dédommagement, un quadrupède domestique à peu près semblable, suivant la décision de deux hommes justes parmi vous, une offrande qu’il fera parvenir à la Ka‘bah ; ou bien, en expiation, il devra nourrir un certain nombre de pauvres, ou son équivalent en jeûne de sorte qu’il puisse goûter les conséquences de son acte. Ce qui est passé, Allāh le pardonne ; mais celui qui récidive, Allāh le punira pour son offense. Et Allāh est Puissant, Seigneur de la Rétribution.
German
O die ihr glaubt! Tötet kein Wild, während ihr Pilger seid. Und wer von euch es vorsätzlich tötet, so ist die Ersatzleistung ein gleiches vierfüßiges Tier wie das, was er getötet, nach dem Spruch von zwei Redlichen unter euch, (und das) soll dann als Opfer nach der Kaaba* gebracht werden; oder die Sühne sei Speisung von Armen oder dementsprechendes Fasten, damit er die böse Folge seiner Tat koste. Allah vergibt das Vergangene; wer es aber wieder tut, den wird Allah strafen. Und Allah ist allmächtig, Herr der Bestrafung.

E chi tra voi la uccide intenzionalmente, dovrà offrire in espiazione un quadrupede simile a quello che ha ucciso, come verrà deciso da due uomini giusti scelti fra voi; l'animale verrà portato come offerta alla Ka'bah; oppure, per espiare dovrà nutrire un certo numero di poveri, o digiunare un certo numero di giorni, affinché possa provare la pena della propria azione. ¡Oh vosotros, los que creéis! No matéis la caza mientras estéis en peregrinación. Quien de vosotros la matare intencionadamente, su compensación será un cuadrúpedo similar al que ha matado, según determinen dos hombres justos de entre vosotros, que será llevado a la a´bah como ofrenda; o bien ofrecerá como expiación alimentar a un número de pobres, o ayunar un número equivalente de días, para que pruebe la sanción de su acción. En cuanto a lo pasado, Al-lah lo perdonará; pero si alguien reincide, Al-lah le castigará por su ofensa. Pues Al-lah es Poderoso, Señor de la Retribución.
اردو تفسیرِ صغیر
اے ایماندارو! تم احرام کی حالت میں شکار کو نہ مارا کرو۔ اور تم میں سے جو (شخص) اسے جان بوجھ کر مارے گا تو جو چارپایہ اس نے قتل کیا ہے اسی قسم کا (جانور اسے) بدلہ (میں دینا) ہوگا جس کا فیصلہ تم میں سے دو عادل انسان کریں گے اور جسے کعبہ تک قربانی کے لئے پہنچایا جانا ضروری ہوگا اور (اگر اس کی طاقت نہ ہو تو) کفارہ (ادا کرنا) ہوگا یعنی چند مسکینوں کو کھانا کھلانا یا اس کے برابر روزے رکھنا تا کہ وہ (مجرم) اپنے کام کے بدانجام کو بھگتے ہاں جو (پہلے) گزر چکا ہے‘ وہ اللہ نے معاف کر دیا ہے اور جو شخص پھر (ایسا) کرے گا اسے اللہ (اس کے جرم کی) سزا دے گا اور اللہ غالب (اور برے کام کی) سزا دینے والا ہے۔

Important Words:
انتقام (retribution) is derived from نقم. They say نقم الیه i.e. he exacted vengeance upon him; he punished him. انتقمت منهmeans, I took vengeance on him; I inflicted penal retribution on him or I punished him. انتقام thus means, vengeance, punishment or penal retribution (Lane & Aqrab). See also 3:5 and 5:60.
Commentary:
If a man kills game, when he is in the state of احرام (pilgrimage), he should give as compensation a like animal to be taken to Mecca for sacrifice. For instance, if the game killed by him is a deer, he should offer a goat. If the like of the game killed cannot be found, then an animal costing approximately as much as the game killed should be offered, or failing that, the pilgrim should spend the estimated price of the game in feeding the poor, which is two مد per head according to some theologians and one صاع according to others, a مد being roughly two handfuls of corn while a صاع is four times as much as a مد. If, however, the pilgrim is unable to do even that, he should fast for as many days as the number of the poor he could feed with the estimated price of the game killed. The fasting and the feeding of the poor, as the case may be, should preferably be done at Mecca.

اے لوگو جو ایمان لائے ہو! احرام کی حالت میں شکار نہ مارو، اور اگر تم میں سے کوئی جان بوجھ کر ایسا کر گزرے تو جو جانور اس نے مارا ہو اُسی کے ہم پلہ ایک جانور اُسے مویشیوں میں سے نذر دینا ہوگا جس کا فیصلہ تم میں سے دو عادل آدمی کریں گے، اور یہ نذرانہ کعبہ پہنچایا جائے گا، یا نہیں تو اِس گناہ کے کفارہ میں چند مسکینوں کو کھانا کھلانا ہوگا، یااس کے بقدر روزے رکھنے ہوں گے، تاکہ وہ اپنے کیے کا مزہ چکھے پہلے جو ہو چکا اُسے اللہ نے معاف کر دیا، لیکن اب اگر کسی نے اس حرکت کا اعادہ کیا تو اس سے اللہ بدلہ لے گا، اللہ سب پر غالب ہے اور بدلہ لینے کی طاقت رکھتا ہے
English - Sahih
O you who have believed, do not kill game while you are in the state of ihram. And whoever of you kills it intentionally - the penalty is an equivalent from sacrificial animals to what he killed, as judged by two just men among you as an offering [to Allah] delivered to the Ka'bah, or an expiation: the feeding of needy people or the equivalent of that in fasting, that he may taste the consequence of his deed. Allah has pardoned what is past; but whoever returns [to violation], then Allah will take retribution from him. And Allah is Exalted in Might and Owner of Retribution.

O you who believe! (Do) not kill the game while you (are in) Ihram. And whoever killed it among you intentionally, then penalty (is) similar (to) what he killed of the cattle, judging it two men, just, among you (as) an offering reaching the Kabah or an expiation - feeding needy people or equivalent (of) that (in) fasting, that he may taste (the) consequence (of) his deed. Pardoned (by) Allah what (has) passed, but whoever returned, then will take retribution Allah from him. And Allah (is) All-Mighty, Owner (of) Retribution.

English - Arberry
O believers, slay not the game while you are in pilgrim sanctity; whosoever of you slays it wilfully, there shall be recompense -- the like of what he has slain, in flocks as shall be judged by two men of equity among you, an offering to reach the Kaaba; or expiation -- food for poor persons or the equivalent of that in fasting, so that he may taste the mischief of his action. God has pardoned what is past; but whoever offends again, God will take vengeance on him, God is All-mighty, Vengeful.

Believers! Do not kill game while you are in the state of pilgrim sanctity. Whoever of you kills it wilfully there shall be a recompense, the like of what he has killed in cattle - as shall be judged by two men of equity among you - to be brought to the Ka'bah as an offering, or as an expiation the feeding of the needy, or its equivalent in fasting in order that he may taste the grievousness of his deed. Allah has pardoned whatever has passed; but Allah will exact a penalty from him who repeats it. Allah is All-Mighty. He is fully capable of exacting penalties.

God has forgiven what has happened in the past; but any one who does so again will be punished by God. And God is severe in requital.

O ye who believe! Kill no wild game while ye are on the pilgrimage. Whoso of you killeth it of set purpose he shall pay its forfeit in the equivalent of that which he hath killed, of domestic animals, the judge to be two men among you known for justice, (the forfeit) to be brought as an offering to the Ka'bah; or, for expiation, he shall feed poor persons, or the equivalent thereof in fasting, that he may taste the evil consequences of his deed. Allah forgiveth whatever (of this kind) may have happened in the past, but whoso relapseth, Allah will take retribution from him. Allah is Mighty, Able to Requite (the wrong).

Il vous est permis de chasser le gibier de la mer et d’en manger. C’est une provision pour vous et pour ceux qui voyagent. Mais tant que vous êtes en état de Pèlerinage, la chasse à terre vous est interdite. Et craignez Allāh auprès de Qui vous serez rassemblés.

Das Getier des Meeres und sein Genuss sind euch erlaubt als eine Versorgung für euch und für die Reisenden; doch verwehrt ist euch das Wild des Landes, solange ihr Pilger seid. Und fürchtet Allah, zu Dem ihr versammelt werdet.

Se os permite la pesca y comer de ella como provisión para vosotros y los viajeros; pero se os prohíbe la caza en tierra mientras estéis en estado de peregrinación. Y temed a Al-lah, pues junto a El seréis reunidos.

بحری شکار کرنا اور اس کا کھانا تمہارے اور مسافروں کے فائدہ کے لئے جائز کیا گیا ہے‘ لیکن[1] جب تک تم احرام کی حالت میں ہو (اس وقت تک) خشکی کا شکار تم پر حرام کیا گیا ہے اور تم اللہ کا تقویٰ اختیار کرو جس کے حضور میں تمہیں اکٹھا کرکے لے جایا جائے گا۔
واؤ کے معنے عربی زبان میں ’’لیکن‘‘ کے بھی ہوتے ہیں۔ (مُغْنی اللَّبِیب)

As during the time of Pilgrimage, hunting on land is likely to prove inconvenient and even dangerous to pilgrims visiting the Ka‘bah, whereas the catching of sea-game does not interfere with traffic, so the former has been prohibited and the latter allowed.

تمہارے لیے سمندر کا شکار اور اس کا کھانا حلال کر دیا گیا، جہاں تم ٹھیرو وہاں بھی اُسے کھا سکتے ہو اور قافلے کے لیے زاد راہ بھی بناسکتے ہو البتہ خشکی کا شکار جب تک احرام کی حالت میں ہو، تم پر حرام کیا گیا ہے پس بچو اُس خدا کی نافرمانی سے جس کی پیشی میں تم سب کو گھیر کر حاضر کیا جائے گا
