Commentary:
The People of the Book and the pagan tribes of Arabia grudged the favours which were being bestowed by God on Muslims. In reply to this, God says that He, being the Lord and Master of the entire Universe, could not forever bind Himself to one people but chose for His bounty whomsoever He pleased from among His creation. But now when He has chosen the Muslims, He is not confining His favours to one people only. The mission of the Holy Prophet being for all mankind, the call to come and receive God’s favours is universal and hence no people need now show envy or grudge. With the advent of Islam the era of الفضل العظیم i.e. "exceeding (viz. universal) bounty" had dawned.

Important Words:
فاعفوا (forgive) is derived from عفا. They say عفا عنه or عفا له or عفا ذنبه or عفا عن ذنبه meaning, he forgave and pardoned him and did not resort to punishment; he connived at his fault or offence. عفا الله عنه means, God obliterated the traces of his sin. عفا عن الشیء means, he withheld or restrained himself from it (Aqrab).
اصفحوا (turn away) is derived from صفح. They say صفح عنه meaning, he turned his face from it, he avoided it and left it alone; he pardoned him his sin. الصفح means, the side of a thing; or the side of a face, i.e. the cheek, etc. (Aqrab).
امر (decree). The verb امر means, he commanded or he enjoined or he asked. So امر means, a command; an order; a decree; a judgement; an affair; a thing; a condition or state; an event. امرالله means, the promised or the decreed punishment of God (Aqrab & Lane).
Commentary:
By manifold devices, some of which have been referred to above, the Jews wished to lead the Muslims astray, and their designs had their basis in jealousy. Muslims are exhorted not to quarrel with them but to wait patiently in a spirit of forbearance, till God Himself should finally decide the matter.
As explained under Important Words above, there is a subtle distinction between the meanings of عفو (forgive) and صفح(turn away). Whereas the former means, abstaining from punishment, the latter signifies, turning one’s face away or leaving a thing alone. By using the words together, God exhorts Muslims not only to forgive the Jews and refrain from punishing them for their overt hostile acts and covert machinations, but to leave them alone and remain aloof from them till God Himself opened out a way for them, which He eventually did, as soon afterwards the Jews themselves declared war against the Muslims.
It is wrong to think that the words, till Allah brings His decree, refer to aggressive war. It is God’s general decree or judgement that is meant here, as may be inferred from the words that follow, viz. surely, Allah has the power to do all that He wills. Some of the Jews embraced Islam and the rest perished as a result of divine punishment.
The phrase, out of envy from themselves, means that the Holy Prophet had done nothing to excite their jealousy, but that it was their own evil nature that had given rise to it. The disease of حسد (jealousy) originated in their own hearts and had no infection from outside.

But these foolish people made a completely wrong estimate of the invincible faith of the Companions of the Holy Prophet.

In the time of the Holy Prophet the idea had gained ground among the Jews that it was no sin to rob a Gentile (non-Jew) Arab of his possession and property because the latter followed a false religion. Possibly, the idea had its origin in the Jewish law of usury, which makes an invidious distinction between a Jew and a non-Jew regarding the giving and taking of interest (Exod. 22: 25; Lev. 25: 36, 37; Deut. 23: 20).

The Jews believed that they were at liberty to do as they liked concerning Muslims and would not be called to account for it. Possibly, they deduced this queer doctrine from the Jewish law of usury, which makes an invidious distinction between a Jew and a non-Jew regarding the giving and taking of interest (Exod. 22:25; Lev. 25:36, 37; Deut. 23:20, 21).
Another meaning of this verse is obtained if we take the words "trust", "treasure", "dinar", etc., in a figurative sense. The Bible contains not only prophecies about the Holy Prophet of Islam, but also clear injunctions to the People of the Book to accept him when he made his appearance. This was in the nature of a "trust" with them. But when the Promised Prophet appeared, they refused to surrender that trust, except a few of them who accepted Islam. These it is that are spoken of as returning the treasure they are trusted with, whereas those who not only rejected the Holy Prophet but even refused to admit that their scriptures contained any prophecies about him are likened to such as would not even return a "dinar" entrusted to them unless you keep standing over them, i.e. unless you force them in argument to admit the truth.

The verse purports to lay down a general principle that it is only the Will of God which prevails. As the desires of true believers must coincide with the will of God, they are bound to materialize.

The pronoun "his" in the expression "before his death" stands for the noun "none", meaning every one among the People of the Book before his own death……This meaning is supported by the second reading of Mautihi which is Mautihim (their death) as reported by Ubayy (Jarir, vi. 13). The Jews believe that they killed Jesus on the cross because they seek to prove that he was not a true Prophet. The Christians believe that he had died on the cross, and this is because they have adopted the doctrine of Atonement.

The pronoun "his" in the expression "before his death" stands for the noun "none", meaning every one among the People of the Book before his own death……This meaning is supported by the second reading of Mautihi which is Mautihim (their death) as reported by Ubayy (Jarir, vi. 13). The Jews believe that they killed Jesus on the cross because they seek to prove that he was not a true Prophet. The Christians believe that he had died on the cross, and this is because they have adopted the doctrine of Atonement.

They say جاء علی قدر i.e. it came according to measure or as it may be said, he came up to the standard (Aqrab, Mufradat & Lane). See also 15:61.
Commentary:
In what a wonderful way did God fulfil the promise He made to Moses’ mother (when He commanded her to cast him into the river) that he would be restored to her (28:8)! God so managed the whole affair that the baby was soon again in the loving arms of his mother. It is in this way that God demonstrates not only His existence, but also His knowledge and shows His supreme control over all things and it is events like these that inspire a living faith in the hearts of God’s loving and sincere votaries. And it was that living faith which made Moses’ mother cast her baby into the river which was amply rewarded by Moses being restored to her very soon.
The words فتناک فتوناً (We tried thee with various trials) mean that Moses was made to pass through the crucible of trials and tribulations so that his mettle might be tested, and after passing out of these ordeals with flying colours he might be declared fit to be endowed with God’s great gifts and favours.
Midian or Madyan is the name of a town on the east side of the Gulf of ‘Akabah. The name is connected with that of the tribe of Midianites. In the 6th century Ya‘qubi speaks of its position in a district rich in springs, gardens and date-groves. Istakhri describes from his own observation the spring in the town from which Moses watered the flocks of Shu‘aib. It was then covered by a house which had been built over it. The town had then shown signs of gradual decay and decline. In the 12th century Idrisi says, "It is an unimportant little trading centre with scanty resources." In the 14th century Abul-Fida saw that it was in ruins. In recent times it has been visited by Ruppell, Burton and Musil. The extensive ruins which the Arabs call Maghair Shu‘aib after the cave-tombs lie about 16 miles east of the port of Makna, in the southern part of the valley of Al-Bad’ which is rich in streams and palms and other trees. According to Burton the whole district between 29° 28΄ and 27° 40΄ is called Ard Madyan (Enc. of Islam under "Madyan").
The town lay on the trade route from Medina to Syria and caravans going to Syria or Egypt passed through it.

مدین کی طرف دوبارہ جاتے ہوئے موسیٰ علیہ السلام نے محمد رسول اللہ صلی اللہ علیہ وسلم کی پیشگوئی کی تھی اس لئے دوبارہ مدین کا ذکر بھی کیا گیا ہے۔
یعنی موسٰیؑ کی کتاب میں تیری پیشگوئیاں ہیں جو اس وجہ سے کہ تو موسٰیؑ کے بہت بعد پیدا ہوا ہے ایک بیّن ثبوت ہے کہ وہ خدا کی طرف سے ہیں تیرے کہنے پر موسٰیؑ نے ایسی پیشگوئیاں نہیں کیں اور نہ جب موسٰیؑ مدین گیا تو ُتو اس وقت اس کے پاس تھا۔ پس اب جو تجھے نبوت ملی ہے کسی سمجھوتہ کی وجہ سے نہیں ملی بلکہ خدا کی طرف سے ملی ہے اور خدا ہی رسول بھیجا کرتا ہے۔
Ages passed and a long line of Prophets appeared after Moses and they preached their Messages, yet none of these Prophets ever claimed to be 'the Prophet like unto Moses' about whom Moses had made the prophecy mentioned in Deut. 18: 18, till the Qur’an was revealed and it claimed that the grand prophecy of Moses had been fulfilled in the person of the Holy Prophet of Islam (73:16). So the prophecy evidently was from God and could not have been put into his mouth by the Holy Prophet who came centuries after him. The people of Moses had almost forgotten this and other prophecies concerning the Holy Prophet on account of the lapse of time.
These words refer to a striking resemblance of the Holy Prophet with Moses. Like Moses who lived in Midian for ten years among a strange people and then went back to Egypt to reclaim his oppressed people from the bondage of Pharaoh, the Holy Prophet lived in Medina for ten years and then came to Mecca to conquer it.

This verse alludes to two more significant facts: (1) Ages passed and a long line of Prophets appeared after Moses and they preached their messages, yet none of these Prophets ever claimed to be "that Prophet" about whom Moses had made the prophecy mentioned in Deut. 18:18, till the Quran was revealed and it claimed that the grand prophecy of Moses had been fulfilled in the person of the Holy Prophet of Islam (73:16). (2) The words "And thou wast not a dweller among the people of Midian, rehearsing Our signs unto them" refer to a striking resemblance of the Holy Prophet with Moses. According to the prophecy (Deut. 18:18) the Promised Prophet was to be like unto Moses, and what greater similarity there could be between these two noble Prophets than that Moses had to flee for life from Egypt, where he was born and brought up, to Midian where for ten long years he lived among a strange people, and then went back to Egypt, armed with Divine authority to free and reclaim his depressed people, from the bondage of Pharaoh. Likewise the Prophet of Islam had to leave Mecca where he was born and brought up and then for ten years he lived in Medina among a people who were not of his kith and kin, and again in pursuance of Divine command marched forth to conquer Mecca at the head of an army of ten thousand saints to fulfil another prophecy of the Bible (Deut. 33:2).

یعنی موسٰیؑ کی کتاب میں تیری پیشگوئیاں ہیں جو اس وجہ سے کہ تو موسٰیؑ کے بہت بعد پیدا ہوا ہے ایک بیّن ثبوت ہے کہ وہ خدا کی طرف سے ہیں تیرے کہنے پر موسٰیؑ نے ایسی پیشگوئیاں نہیں کیں اور نہ جب موسٰیؑ مدین گیا تو ُتو اس وقت اس کے پاس تھا۔ پس اب جو تجھے نبوت ملی ہے کسی سمجھوتہ کی وجہ سے نہیں ملی بلکہ خدا کی طرف سے ملی ہے اور خدا ہی رسول بھیجا کرتا ہے۔

This verse alludes to two more significant facts: (1) Ages passed and a long line of Prophets appeared after Moses and they preached their messages, yet none of these Prophets ever claimed to be "that Prophet" about whom Moses had made the prophecy mentioned in Deut. 18:18, till the Quran was revealed and it claimed that the grand prophecy of Moses had been fulfilled in the person of the Holy Prophet of Islam (73:16). (2) The words "And thou wast not a dweller among the people of Midian, rehearsing Our signs unto them" refer to a striking resemblance of the Holy Prophet with Moses. According to the prophecy (Deut. 18:18) the Promised Prophet was to be like unto Moses, and what greater similarity there could be between these two noble Prophets than that Moses had to flee for life from Egypt, where he was born and brought up, to Midian where for ten long years he lived among a strange people, and then went back to Egypt, armed with Divine authority to free and reclaim his depressed people, from the bondage of Pharaoh. Likewise the Prophet of Islam had to leave Mecca where he was born and brought up and then for ten years he lived in Medina among a people who were not of his kith and kin, and again in pursuance of Divine command marched forth to conquer Mecca at the head of an army of ten thousand saints to fulfil another prophecy of the Bible (Deut. 33:2).

Their leader Ka‘b bin Ashraf had gone to Mecca to enlist the help of the Quraish and of other pagan tribes around Mecca to drive out the Muslims from Medina. After the temporary reverse suffered by Muslims at Uhud, their machinations and defiance of the Holy Prophet had greatly increased. Or the words may refer to the banishment by the Holy Prophet from Medina of the three above-mentioned Jewish tribes. This was the first banishment. ‘Umar, the Holy Prophet’s Second Successor, however, banished all Jews from the whole of Arabia for the second and last time. Thus the words, "at the time of the first banishment" may be taken as embodying a prophecy that after the Jewish tribes of Medina will have been banished by the Holy Prophet, all the Jews of Arabia would suffer the same fate at some later time.

因为 فَیء (Fai’) 所包括的战利品是轻而易举就能获得的, 穆斯林可以不战而得, 因此士兵不能分得, 全部战利品归国库。这节经文特别提到穆斯林从卡巴尔(خَيْبَر, Khaibar) 的犹太人那里得来的战利品。这里制定了一条原则, 财富的周转不该局限于特权阶级和有产阶级。因为个人要健康, 生理需要就应合理地给予满足, 社会要健康, 物质财富就要广泛分配周转自如。这是穆斯林经济学的原理。伊斯兰教发现人性已被既得利益集团粗暴摧残, 提出了措施, 打破经济等级障碍, 并大大缩小了特权的不公正。但不反对牟利动机或经济竞争, 只是坚持对财富的欲望和竞争必须光明磊落并富有同情心。因为人性自然而然地关心前者, 保障后者就要用社会法律。交纳天课是伊斯兰教经常关心他人需要的一种基本方法, 但还有其他若干补充措施。
“凡是使者赐给你们的, 就当接受。” 这一句说明圣行是伊斯兰教律法的一个组成部分。

یعنی وہ مال رسول کو اس لئے دیا ہے کہ غرباء میں تقسیم ہو۔ نہ اس لئے کہ مالداروں کے پاس جائے اور ان کے مال کو بڑھائے۔ اس حکم سے ظاہر ہے کہ خیبر کی زمینیں اور باغات گو رسول اللہ صلی اللہ علیہ وسلم اور آپ کے خاندان کو ملے مگر اصل غرض یہ تھی کہ مستحق مسلمانوں میں تقسیم ہوں۔ اور شیعوں کا اس سے رد کیا گیا ہے۔ جو باغِ فدک کا جھگڑا آج تک اٹھاتے ہیں۔ رسول کریم صلی اللہ علیہ وسلم کے پاس خیبر کے باغات عارضی طور پر تھے کہ تا آپ کا خاندان اس سے گذارہ کرے نہ کہ دائمی وراثت کے طور پر۔ پس حضرت ابوبکرؓ کا فیصلہ درست تھا اور شیعوں کا اعتراض غلط ہے۔
As Fai’ consists of such booty as is attained without difficulty or labour and accrues to Muslims without war, the soldiers have no share in it, and the whole of it goes to the public treasury. The verse may have special reference to the spoils the Muslims got from the Jews of Khaibar. It lays down the principle that the circulation of wealth should not remain confined to the privileged and propertied class. As an individual’s health requires that his physical needs be reasonably met, the health of the society requires that material goods be widely distributed and wealth be in easy circulation. دولة (to circulate) is derived from دال. They say دالت الایام i.e. the days came round in their turns. دالت له الدولة means, good fortune came to him i.e. the turn of fortune was his. داول اللّٰه الایام بین الناس means, God made days to compound among men in turns. دولة (daulatun) as also دولة (dulatun) means, a turn of good fortune; a turn to share in wealth and to prevail in war; a turn of taking a thing. Or دولة (dulatun) is in wealth and دولة (daulatun) is in war; according to some the former signifies a thing that is taken by turns and the latter the act of taking by turns and a transition from one state to another. Or the former relates to the next world and the latter to the present world and it is said that the former signifies the transition of wealth from one people to another and the latter, prevalence, predominance or victory (Lane & Aqrab).
Commentary:
The verse deals with the subject as to how فییء should be spent. As فییء consists of such booty as is attained without difficulty or labour and accrues to Muslims without war, the soldiers have no share in it and the whole of it forms part of the public treasury to be spent as mentioned in the verse.
Where soldiers are paid by the State, all spoils of war go to the public treasury i.e. Baitu1-Mal. Islam being a great advocate and protagonist of the cause of the poor and supporter and protector of their interests, the verse incidentally lays down the principle that the circulation of wealth should not remain continued to the privileged and propertied class. As an individual’s health requires that his physical needs be reasonably met, a society’s health requires that material goods be widely distributed and wealth be in easy circulation. This is the basic principle of Muslim economics and nowhere did the Holy Prophet’s democratic thunder speak with greater force or clarity than in this field. Since human nature automatically takes care of the former, it falls to social laws to safeguard the latter. The Zakah is Islam’s basic device for institutionalizing regard for others, but it is supplemented by a number of other measures (The Religions of Man by Huston Smith).

因为 فَیء (Fai’) 所包括的战利品是轻而易举就能获得的, 穆斯林可以不战而得, 因此士兵不能分得, 全部战利品归国库。这节经文特别提到穆斯林从卡巴尔(خَيْبَر, Khaibar) 的犹太人那里得来的战利品。这里制定了一条原则, 财富的周转不该局限于特权阶级和有产阶级。因为个人要健康, 生理需要就应合理地给予满足, 社会要健康, 物质财富就要广泛分配周转自如。这是穆斯林经济学的原理。伊斯兰教发现人性已被既得利益集团粗暴摧残, 提出了措施, 打破经济等级障碍, 并大大缩小了特权的不公正。但不反对牟利动机或经济竞争, 只是坚持对财富的欲望和竞争必须光明磊落并富有同情心。因为人性自然而然地关心前者, 保障后者就要用社会法律。交纳天课是伊斯兰教经常关心他人需要的一种基本方法, 但还有其他若干补充措施。

The Quran has divided all disbelievers into two categories—the People of the Book and the idolaters, i.e. those who do not believe in any revealed Scripture. The verse purports to say that before the advent of the Holy Prophet those who had received revealed guidance as well as those who were complete strangers to it were all sunk in immorality and iniquity and had held false beliefs and wrong ideals and principles, and that if the Holy Prophet had not come and the Quran had not been revealed, they would have continued to flounder in darkness. It is to this universal moral decline that the Quran has referred in the words ظھر الفساد فی البر والبحر i.e. corruption had appeared on land and on sea (30:42).
