It is human nature that when mischief-makers are punished, they seek to shift the blame for their evil deeds to others. The leaders blame their followers for following them blindly and the rank and file accuse their leaders of deceiving them by superior intellect. In the next verse the followers demand that double punishment be inflicted on their leaders for their own evil deeds and for having misled them.
