Da’irah means, a turn of fortune, specially an evil accident, a misfortune; a calamity; defeat or rout; slaughter or death (Lane).
"Victory" mentioned in the verse may either refer to the Fall of Mecca or to victory in general. The word "event" coming after victory evidently refers to something greater than victory. It seems to refer to the entry into the fold of Islam of the whole of the Arabian Peninsula and its establishment in it.

The verb سارع (he hastened) from which یسارعون (hastening) has been formed is generally followed by the preposition الی;but according to Arabic usage sometimes a verb takes after it a preposition which properly belongs to another verb mentioned or understood before it, thus retaining not only its own sense but also acquiring that of the verb whose preposition it takes. In the present verse the verb یسارعون (hastening) has been followed not by the preposition الی meaning, to or toward, but by the preposition فی which means in, among or into, thus adding to its own sense the further significance of the verb یدخلون (they enter). Hence the expression یسارعون فیھم (hastening towards them) would really mean "hastening towards them, they enter among them".

The several preceding verses contained directions for Muslims as how to conduct themselves in affairs of social importance. The present verse, however, deals with affairs of national importance. The Muslims are enjoined that when they are with the Holy Prophet, engaged in transacting a business of national importance, they should not leave the assembly without his permission. It may also be inferred from this verse that in affairs concerning a whole nation or community, the individual loses his independence of action. He must abide by the decision arrived at by the assembly of Muslims, presided over by the Holy Prophet, his Successor or their accepted and elected Leader.

یعنی وہ رات جس میں نبی آتا ہے اور خدائی تعلیم دنیا کو سناتا ہے بڑی مبارک ہوتی ہے اس وقت نظام عالم میں بڑا گندنظر آتا ہے لیکن حقیقۃً خداتعالیٰ کا منشا اس وقت سچی تعلیم بھیجنے کا ہوتا ہے اور اس وجہ سے وہ ظاہر میں بُری نظر آنے والی رات درحقیقت سب سے اچھا زمانہ ہوتی ہے اور یہ کوئی ایسی بات نہیں جو نئی ہو بلکہ آدمؑ کے زمانہ سے برابر یہ دور چلے آتے ہیں اور قرآن کریم کی یہ آیت دلالت کرتی ہے کہ قیامت تک چلتے چلے جائیں گے۔
اس حصہ آیت میں اس مضمون کو واضح کر دیا گیا ہے جو ہم نے اوپر بیان کیا ہے۔ یعنی یہ رات ایسی ہے جس میں انبیاء دنیا کو الٰہی تعلیم دیتے ہیں اور قرآن کریم میں خداتعالیٰ کی باتوں کا نام’’امرِ حکیم‘‘رکھا گیا ہے کیونکہ خداتعالیٰ کا اپنا نام حَکِیْم ہے پس اس کی طرف سے جو بات آتی ہے وہ حکمتوں سے پُر ہوتی ہے۔

The time when the Qur’an was revealed was humanity’s greatest "Night of Destiny," for it was then that the foundations were laid of man’s destiny for all time to come.

The verse means that though disbelievers always reject the Divine Message, their rejection or denial does not rest on sure ground. They are always in a confused state of mind. They do not know what they should make of the Message. They call it poetry, sorcery, the day-dreaming of an ambitious visionary, the confused vapourings of an unhinged mind, or the forgery of an impostor (21:6). But the Holy Prophet and his followers stand on the bedrock of certainty and sure knowledge.
