یہاں یہ سوال پیدا ہوتا ہے کہ جب اللہ تعالیٰ غالب ہے تو سزا کیوں نہیں دیتا۔ اس کا جواب یہ دیا کہ وہ حکیم بھی ہے اور خبیر بھی۔ چونکہ وہ حکیم ہے اس لئے معاملہ اس طرح کرتا ہے جس سے نتیجہ ٹھیک نکلے اور کچھ لوگ ہدایت پا جائیں اور چونکہ خبیر ہے اسے معلوم ہے کہ آئندہ زمانہ میں بہت سے لوگ ایمان لانے والے ہیں اگر اب قوم کو تباہ کر دیا تو وہ لوگ بھی تباہ ہو جائیں گے جو آخر میں ایمان لانے والے ہیں۔ پس باوجود غالب ہونے کے سزا نہیں دیتا۔

So destruction can befall them only when He withdraws His grace, and He does so when He thinks it proper.

This is how a deterioration takes place in the morals of those who meet with disgrace and humiliation.
Pharaoh himself was worshipped as a god by his people (28:39) and he in turn worshipped other deities. Hence, the chief men accused Moses and Aaron of having denounced the worship of Pharaoh and his gods.
The verb نقتل (we will ruthlessly slay) is in the intensified form and expresses the sense of ruthlessness and a slow and gradual process.
This expression is thus intended to signify the hardship and privations which Pharaoh inflicted on the Israelites and by means of which he sought to bring about their gradual but sure and ruthless destruction. The Quran, therefore, cannot be accused of anachronism on the ground that Pharaoh did not slay the children of the Israelites after Moses went to him as a Messenger of God, for it is an authentic fact of history that both before and after Moses went to Pharaoh with his message, the latter had put into execution schemes against the Israelites with a view to bringing about their gradual but inevitable ruin. This is the reason why the Israelites said to Moses and Aaron, "Ye have made our savour to be abhorred in the eyes of Pharaoh and in the eyes of his servants, to put a sword in their hand to slay us" (Exod. 5:21). Reference to this is to be found in 7:130. Moreover, the verse does not say that Pharaoh actually caused the Israelite children to be slain on this occasion. It only mentions a threat and not an accomplished fact.

The words, who have no power for good or harm even for themselves, spoken about false deities point to a strange coincidence. Generally, the lives of all those persons who later came to be worshipped as deities were full of hardship and privation. Jesus, Imam Husain, Rama, etc., all led very hard lives. This fact seems to entail a strong warning to their misguided worshippers that they could expect no benefit or help from those who could not even protect themselves from harm or danger.
In the words, Can the blind and the seeing be equal?, disbelievers are told that they, being spiritually and morally blind, should not be deceived by their power and their numbers against the Holy Prophet, as even an army of blind men is powerless against one person who has eyes. The Prophet and his followers possess sight, while disbelievers are blind.
The powerlessness of the disbelievers is further brought home to them in the simile of light and darkness referred to in the words, can darkness be equal to light? Disbelievers are told that as darkness possesses no independent existence, being only the negation of light, it must flee before light. So disbelievers cannot stand against the Holy Prophet. In the last part of the verse disbelievers are challenged to produce anything which they think has been created by their false deities.

If the same or similar earth and heavens were to be created again, in the next world, with the same fruits and the same material boons, where was the need to change the old ones?

Commentary:
After having briefly referred to some of the Prophets who had to suffer great hardships at the hands of their enemies and who endured those hardships with great patience and fortitude and also after having dealt with the subject that opposition to God’s Messengers never goes unpunished and their acceptance unrewarded, the Surah towards its close reverts (as is the invariable rule in the Quran) to the main subject with which it had opened, namely, the subject of Divine Unity. The Holy Prophet is enjoined to tell disbelievers that from the accounts of the life of Divine Messengers, mentioned in the preceding verses, they must have realized that God is One and that He is the Almighty and the Most Supreme and that it is to preach and establish His Unity in the world that the Holy Prophet has been sent.

After having briefly referred to some of the Prophets who had to suffer great hardships at the hands of their enemies and who endured those hardships with great patience and fortitude and also after having dealt with the subject that opposition to God’s Messengers never goes unpunished and their acceptance unrewarded, the Surah towards its close reverts (as is the invariable rule in the Quran) to the main subject with which it had opened, namely, the subject of Divine Unity. The Holy Prophet is enjoined to tell disbelievers that from the accounts of the life of Divine Messengers, mentioned in the preceding verses, they must have realized that God is One and that He is the Almighty and the Most Supreme and that it is to preach and establish His Unity in the world that the Holy Prophet has been sent.

Commentary:
The most prevalent and perhaps the most hideous form of idolatry which has done the greatest injury to man’s religious instinct and his spiritual development and which has, therefore, quite rightly been condemned and denounced unsparingly and repeatedly in the Quran is the dogma of Jesus’ being the only son of God. It is this most blasphemous of all Christian dogmas which the present verse seeks to controvert; the argument advanced being that as God is the sole Creator of all things and He is قھار i.e. Most Supreme, He does not stand in need of a son. The argument is continued in the next verse.

These deeds were never hidden from God but on the Day of Judgement they will appear in an embodied form before the eyes of the disbelievers themselves. This hour of reckoning came upon the disbelieving Quraish on the day of the Fall of Mecca when the realization dawned upon them that "the kingdom was Allah’s—the One, the Most Supreme."

یعنی ان کی حالت ایسی نہ ہو کہ وہ سمجھیں کہ ہم لوگوں کے صدقوں سے پل رہے ہیں۔ جس سے ان کی ہمتیں مر جائیں۔ بلکہ لوگ ان کو اپنے عزیزوں کی طرح پالیں جس سے ان کی ہمتیں بلند رہیں۔ جیسا کہ محمد رسول اللہ صلی اللہ علیہ وسلم کے ساتھ ہوا کہ گو آپ بھی یتیم تھے مگر آپ کو آپ کے دادا اور آپ کے چچا نے بیٹوں سے بھی اچھا رکھا۔ پس فرماتا ہے کہ ایسی کوشش کر کہ لوگ یتیموں کو عزیزوں اور قریبیوں کی طرح سمجھیں اور یتیموں کے احساسات کو کبھی صدمہ نہ پہنچے‘ بلکہ وہ ہمیشہ بلند ہوتے رہیں۔
