They say وکل الیه الامر he left the matter to him and did not interfere in it. کلنی الی کذاmeans, leave thou me to manage this thing as I may deem proper. وکیل means, one to whom the management of an affair is left or consigned; guardian; agent or deputy. الوکیل is one of the names of God meaning, Guardian; One Who watches or looks after the affairs of the Faithful; One sufficing for His servants (Aqrab & Lane).
Commentary:
The reference here is to the false rumours spread by Nu‘aim bin Mas‘ud that the Meccans had made great preparations against the Muslims and were about to attack them. See also the preceding verse.

وَلَمَّا رَءَا ٱلْمُؤْمِنُونَ ٱلْأَحْزَابَ قَالُوا۟ هَٰذَا مَا وَعَدَنَا ٱللَّهُ وَرَسُولُهُۥ وَصَدَقَ ٱللَّهُ وَرَسُولُهُۥ ۚ وَمَا زَادَهُمْ إِلَّآ إِيمَٰنًا وَتَسْلِيمًا

The reference is to the prophecy about the defeat and discomfiture of the hosts of disbelief and the victory of Islam (38:12 & 54:46).
Commentary:
This verse shows that whereas the hypocrites and the weak of faith as mentioned in the preceding verses were greatly disheartened and dismayed by the very difficult situation in which Islam was placed at the time of the Battle of the Ditch, the faith of the sincere and true Muslims became stronger since they found that what the Holy Prophet had foretold, had come out true. The history of Islam bears ample testimony to the fact that the more difficult and critical the situation that confronted the Muslims, the greater their resolve and the will to fight, and greater their confidence and trust in God. They always rose equal to the occasion.
The reference in the words, "This is what Allah and His Messenger promised us," is to the prophecy about the defeat and discomfiture of the hosts of disbelief and the victory of Islam (38:12 & 54:46).

Commentary:

That is why when a false news reached Hudaibiyah that ‘Uthman, the Prophet’s envoy to the Meccans, had been killed, and the Holy Prophet invited Muslims to take a solemn oath at his hand that they would avenge the death of ‘Uthman and would fight under his banner to the bitter end, all of them took the oath without evincing the least hesitation.

وَمَا جَعَلْنَآ أَصْحَٰبَ ٱلنَّارِ إِلَّا مَلَٰٓئِكَةً ۙ وَمَا جَعَلْنَا عِدَّتَهُمْ إِلَّا فِتْنَةً لِّلَّذِينَ كَفَرُوا۟ لِيَسْتَيْقِنَ ٱلَّذِينَ أُوتُوا۟ ٱلْكِتَٰبَ وَيَزْدَادَ ٱلَّذِينَ ءَامَنُوٓا۟ إِيمَٰنًا ۙ وَلَا يَرْتَابَ ٱلَّذِينَ أُوتُوا۟ ٱلْكِتَٰبَ وَٱلْمُؤْمِنُونَ ۙ وَلِيَقُولَ ٱلَّذِينَ فِى قُلُوبِهِم مَّرَضٌ وَٱلْكَٰفِرُونَ مَاذَآ أَرَادَ ٱللَّهُ بِهَٰذَا مَثَلًا ۚ كَذَٰلِكَ يُضِلُّ ٱللَّهُ مَن يَشَآءُ وَيَهْدِى مَن يَشَآءُ ۚ وَمَا يَعْلَمُ جُنُودَ رَبِّكَ إِلَّا هُوَ ۚ وَمَا هِىَ إِلَّا ذِكْرَىٰ لِلْبَشَرِ
اس کا یہ مطلب ہے کہ دوزخ میں رکھنے کا اصل موجب تو فرشتے ہوں گے کیونکہ اتنے لوگوں کو روکنے کی طاقت فرشتوں کو ہی ہے۔ ہاں کبھی کبھی ملائکہ سے اپنی مشابہت بتا کر انسان بھی ان کا کام کرنے لگ جائیں گے۔

Commentary:
The apparently enigmatic "nineteen" may concern some great Divine design or purpose which, when unfolded, will, on the one hand, greatly add to the faith of the believers and, on the other, to the embarrassment and mental confusion of the disbelievers and of "those in whose heart is disease." Otherwise the number of God’s angels is legion, beyond human count or computation, just as the stages of man’s spiritual progress in the Hereafter are number-less.
