The verse shows that the Queen of Sheba ruled over a very prosperous people who had attained a very high degree of civilisation and that she possessed all those things which had made her a powerful monarch.

"Hudhud" proceeds to give detailed information about the place against which Solomon was marching. The words, "she has been given everything," show that the Queen of Sheba ruled over a very prosperous people who had attained a very high degree of civilization.
