Thus the noun فضل means: (1) something that is in excess or additional; (2) abundance; (3) a free gift, the giving of which is not obligatory on the giver; (4) a favour or grace or bounty (Aqrab & Lane). The word فضل is generally, though not always, spoken of such favours as pertain to temporal or worldly things (e.g. 62:11). See also the word رحمةbelow.
رحمة (mercy) is derived from رحم meaning (1) he showed mercy or compassion; (2) he was kind or tender; (3) he was beneficent; (4) he forgave. Thus رحمة means, mercy or compassion or kindness or tenderness or beneficence or forgiveness or inclination to show one of these. As رحم (rihm) means the womb of a woman, the word رحمة would further give the significance of tenderness or compassion as shown by a mother (Lane). رحمة in contrast to فضل (for which see above) is generally spoken of such acts of God’s kindness or mercy as relate to religious or spiritual matters. This is why the Holy Prophet has instructed his followers to ask for God’s رحمة when entering a mosque for Prayers, and for His فضل when coming out of it after Prayers (Tirmidhi).
Commentary:
After receiving God’s commandments on the Mount, the Israelites, instead of strengthening their connection with the Lord, showed laxity and carelessness in observing His behests (Num. 11:1); but as God wanted to uplift them and bestow His grace and mercy on them in matters temporal as well as spiritual, He forgave them their sins and saved them from being the losers.

The words, those in authority, refer to the Holy Prophet or his Successors or to the Chiefs appointed by them.

If the followers of a religion are found to be steadily and perpetually decreasing with no prospects for recovery, that religion must be considered as dead.

اذلة (kind and humble) is derived from ذل i.e. he or it was or became low, base, paltry, humble or weak. ذلت الدابة means, the beast became easy, submissive and manageable. ذل الطریق means, the road became beaten and trodden and easy to be travelled. اذله means, he rendered him low, base, humble or weak. ذل (dhillun) or ذل (dhullun) means, submissiveness or manageableness; also gentleness and mercy. ذلیل which is the singular of اذلة means low, base, mean, paltry, humble or weak; easy and smooth; also gentle and merciful (Lane).
اعزة (hard and firm) is the plural of عزیز which is verbal adjective from عز meaning, he was or became mighty, potent, powerful or strong, or high and elevated; he magnified or exalted himself; he resisted or withstood; he was indomitable and invincible; it (a thing) was or became rare, scarce, hard to find; or he or it was or became dear, highly esteemed and greatly valued; or it became difficult and hard. عزیز of which the plural is اعزة means, mighty and powerful; high and elevated; resisting and invincible; hard and difficult rough in manners; rare or scarce or highly esteemed (Lane & Aqrab). See also 2:130.
واسع (Bountiful) is derived from وسع i.e. it (place, vessel, etc.) was sufficient or sufficiently large or capacious or ample or abundant. السعة means, width or extent; ampleness or plentifulness; capacity or power. واسع means, possessing ample power or ability; powerful, bountiful; One Who gives to all; One Who encompasses all things (Lane & Aqrab).
Commentary:
The verse lays down an infallible sign of a true and living religion which is that the number of its followers is never allowed to fall or decrease permanently. If one individual goes out of its pale, God brings in a number to take his place. If the followers of a religion are found to be steadily and perpetually decreasing with no arrangement for recovery, that religion must be dead and truth must have departed from it.
The words اذلة علی المؤمنین (kind and humble toward believers) mean that true believers whom God will bring in place of apostates will be susceptible to the influence of brother believers, will be lenient in their dealings with them, will connive at their shortcomings, will be ready to forgive and forget their faults and will love and be kind to them. And the expression اعزة علی الکافرین (hard and firm toward disbelievers) means that they will not be afraid of disbelievers nor will they be susceptible to their baneful influence. In fact, the above are the two main characteristic qualities of a rising people who love God.
The words, They will strive in the cause of Allah, mean that, unlike the weak of faith who are ever ready to turn back from their religion and stumble at every trial, the newcomers will be zealous Muslims, eager to bring others into the fold of Islam.
We are further told in the verse that a true believer is never afraid of laying down his life in the cause of Allah. He does not fear the reproaches of fault-finders or scoffers. He fears neither the sword nor the censure of the enemy.

Commentary:
The verse means to say that God is merciful to mankind inasmuch as He has laid down in the Quran injunctions by acting upon which they can save themselves from those most dreadful social evils which are likely to undermine the whole social structure. The verse also implies a warning to Muslims to beware of these evils. It is, however, to be regretted that the Quranic injunctions in regard to these social evils have been honoured more in the breach than in the observance thereof.

He leads him to his moral ruin gradually and in stages, beginning with what apparently seems to be quite a harmless act. Beginning with slander-mongering a man ends by committing the very offence he had begun by foisting it upon others.

He leads his victim to his moral ruin gradually and in stages, beginning with what apparently seems to be quite a harmless act. The victim is tempted to talk to others what he hears from someone else about an immoral act done by an individual. Soon after, scandal-mongering leads him to the forging of slanders, and the next step is the commission of the very offence which he had begun by foisting on others. Islam has cut at the very root of all evil by strictly prohibiting and condemning and even punishing scandal-mongering, as it ultimately leads to the moral disintegration of a community.
The words, "Allah is Hearing, Knowing," mean that when a man loses his way and prays to God, He listens to him and answers his prayer; and when one who is in distress responds to the Divine voice and follows it, Divine knowledge comes to his rescue and guides and leads him to his deliverance.

‘Ard meaning value and vastness, the verse signifies that (a) the reward of the righteous in the Hereafter will be beyond measure or count. (b) Paradise being as extensive as both the heavens and the earth—the whole space—it comprises Hell also. This shows that Paradise and hell are not two distinct and separate places but two conditions or states of mind. A well- known saying of the Holy Prophet gives an insight into the Quranic conception of Paradise and Hell. Once on being asked by some of his Companions: 'If Paradise comprises in its vastness heavens and earth, where is Hell,' the Holy Prophet is reported to have replied, 'Where is the night when the day comes' (Kathir).

Important Words:
عرض (value) is derived from عرض (‘arada). عرض الشیء لفلان means, he showed, manifested, presented the thing to such a one means, breadth, width; vastness; latitude. ذھب طولاً و عرضاً means, he went lengthwise and breadthwise. The word also means, worldly goods; price; gain; a compensation; a substitute; any goods or commodities except gold or silver; etc. (Lane).
Commentary:
In view of different meanings of عرض given under Important Words the verse would mean that the heavens and the earth—the whole universe—would be given to believers as a reward for the good works they had done in this life, which signifies that the reward of the righteous in the afterlife would be beyond measure or count. Or the Paradise comprising both the heavens and the earth may signify that the believers will live in Paradise both in this life and in the Hereafter. Moreover, the fact that Paradise as conceived by the Quran is as extensive as both the heavens and the earth—the whole space—shows that it comprises Hell also. This means that Paradise and Hell are not two distinct and separate places but two conditions or states of mind. A well-known saying of the Holy Prophet gives an insight into the Quranic conception of Paradise and Hell. Once on being asked by some of his Companions: "If Paradise comprises in its vastness heavens and earth, where is Hell," the Holy Prophet is reported to have replied, أین اللیل اذا جاء النھار i.e. where is the night when the day comes (Ibn Kathir). Besides, the substitution of the words مغفرة من ربکم وجنة in the verse under comment for مغفرة من اللّٰه و رضوان in the preceding verse shows that Paradise (جنة) in fact means the pleasure of God (رضوان). What a beautiful conception of Paradise!
