English - Hazrat Molavi Sher Ali ra
And if Allah return thee to a party of them, and they ask of thee leave to go forth to fight, say then, ‘You shall never go forth with me and shall never fight an enemy with me. You chose to sit at home the first time, so sit now with those who remain behind.’

پس اگر اللہ تجھے ان میں سے کسی گروہ کی طرف دوبارہ لے جائے اور وہ تجھ سے(ساتھ) نکلنے کی اجازت مانگیں تو تُو انہیں کہہ دے کہ ہرگز تم آئندہ کبھی میرے ساتھ (جہاد کے لئے) نہیں نکلو گے اور ہرگز کبھی میرے ساتھ ہوکر دشمن سے لڑائی نہیں کرو گے۔ تم یقیناً پہلی مرتبہ (گھر) بیٹھ رہنے پر راضی ہو گئے تھے۔ پس اب پیچھے رہنے والوں کے ساتھ ہی بیٹھے رہو۔
French
Et si Allāh te ramène auprès d’un groupe d’entre eux et qu’ils te demandent la permission de partir au combat, alors dis : « Vous ne partirez jamais au combat avec moi et vous ne combattrez jamais un ennemi avec moi. La première fois, vous avez préféré rester assis chez vous ; restez donc assis maintenant avec ceux qui restent en arrière. »

Und wenn Allah dich heimkehren lässt zu einer Anzahl von ihnen und sie bitten dich um Erlaubnis, auszuziehen, dann sprich: "Nie soll ihr mit mir ausziehen und nie einen Feind bekämpfen an meiner Seite. Es gefiel euch, daheim zu sitzen das erste Mal, so sitzet nun mit denen, die zurückbleiben."

پھر اگر اللہ تجھ کو ان میں سے ایک گروہ کی طرف لوٹا لائے۔ اور وہ لوگ (کسی آئندہ) جنگ کے لئے جانے کی تجھ سے اجازت مانگیں تو تو ان سے کہہ دے کہ تم کو کبھی بھی (آئندہ) میرے ساتھ (جنگ پر) جانے کی اجازت نہیں ہوگی اور کبھی بھی تم دشمن سے میرے ہمراہ ہو کر لڑنے نہیں پاؤ گے (کیونکہ) تم پہلی دفعہ (پیچھے) بیٹھ رہنے پر راضی ہو گئے تھے۔ پس (آئندہ ہمیشہ) پیچھے رہ جانے والوں کے ساتھ بیٹھ رہا کرو۔

Commentary:
The verse was probably revealed when the Holy Prophet was away from Medina during his expedition to Tabuk. But if, as some commentators think, it was revealed after his return to Medina, it would be taken to allude to what the hypocrites previously used to say regarding the said expedition. They thought that he would never return from the expedition alive. So the Quran, in this verse reminds them of what they used to say about the Holy Prophet, and of his safe return, contrary to their expectation.
The particle ان (if), it should be noted, does not always express doubt but is often used as simply a conditional particle. Moreover, it is sometimes used not from the point of view of the speaker, but from that of the person addressed. The word is here used by God and it is obvious that God had no doubt as to the safe return of the Prophet. So it must be taken to express the state of mind of the hypocrites.

اگر اللہ ان کے درمیان تمہیں واپس لے جائے اور آئندہ ان میں سے کوئی گروہ جہاد کے لیے نکلنے کی تم سے اجازت مانگے تو صاف کہہ دینا کہ، "اب تم میرے ساتھ ہرگز نہیں چل سکتے اور نہ میری معیت میں کسی دشمن سے لڑ سکتے ہو، تم نے پہلے بیٹھ ر ہنے کو پسند کیا تھا تو اب گھر بیٹھنے والوں ہی کے ساتھ بیٹھے رہو"

If Allah should return you to a faction of them [after the expedition] and then they ask your permission to go out [to battle], say, "You will not go out with me, ever, and you will never fight with me an enemy. Indeed, you were satisfied with sitting [at home] the first time, so sit [now] with those who stay behind."

Commentary:

A cause de leur orgueil sur la terre et de leurs machinations perfides. Mais les machinations n’enveloppent nuls autres que leurs auteurs. Est-ce donc qu’ils s’attendent à autre chose qu’au traitement qu’Allāh a infligé aux peuples d’antan ? Mais jamais tu ne trouveras quelque changement dans la pratique d’Allāh ; et jamais tu ne trouveras non plus de variation dans la pratique d’Allāh.

Commentary:
The verse warns disbelievers that if they persist in their disbelief, they will be punished like disbelievers of the Prophets of yore. It is an established and invariable Divine law that opposition to Divine laws never goes unpunished. This fact is writ large on the history of all revealed religions. This is God’s way and God’s ways never change.

یہ زمین میں اور زیادہ استکبار کرنے لگے اور بری بری چالیں چلنے لگے، حالانکہ بُری چالیں اپنے چلنے والوں ہی کو لے بیٹھتی ہیں اب کیا یہ لوگ اِس کا انتظار کر رہے ہیں کہ پچھلی قوموں کے ساتھ اللہ کا جو طریقہ رہا ہے وہی اِن کے ساتھ بھی برتا جائے؟ یہی بات ہے تو تم اللہ کے طریقے میں ہرگز کوئی تبدیلی نہ پاؤ گے اور تم کبھی نہ دیکھو گے کہ اللہ کی سنت کو اس کے مقرر راستے سے کوئی طاقت پھیر سکتی ہے
