Commentary:
The righteous were oppressed and persecuted and were denied safety and security in this world for having accepted the Divine Message. In the next world they will enjoy perfect peace, safety and security as recompense for having been denied these blessings in the present life.
The verse may also constitute a prophecy. The Companions of the Holy Prophet were oppressed and persecuted for many years. They are told that the time was fast approaching when they will enjoy security and will have all those blessings and boons that are mentioned in the succeeding verses.

مُّطَاعٍ ثَمَّ أَمِينٍ
尊贵的使者, 拥有权力的人, 在养主帝位前享有高位, 值得服从的人, 忠于信仰安拉的迹象--------这五种常德都十分适合于穆圣。
یعنی چونکہ یہ رسول ہے اس پر کلام اترنا چاہیے تھا اور پھر اس کے غیر معمولی دعویٰ کے بعد ایک بڑی فرمانبردار جماعت اسے ملی ہے۔ پس یہ سچا ہے اور دشمنوں کے اقرار کے مطابق یہ امین بھی ہے۔ پس جب یہ کہتا ہے کہ یہ کلام خدا کا ہے تو اس کا یہ دعویٰ جھوٹا نہیں ہو سکتا۔
All the five attributes—noble Messenger, possessor of power, enjoying a high rank before the Lord of the Throne, the one entitled to obedience, and faithful to his trust in the Sight of God, quite fittingly apply to the Holy Prophet.

ثم means, there; yonder; syn. ھناک. It is a noun of indication denoting a place that is remote from the speaker (Lane).
Elsewhere the Quran says with respect to the Holy Prophet: "And We sent not a Messenger but that he should be obeyed by Allah’s permission" (4:65). In the verse under comment it is added that he is also امین i.e. when the Holy Prophet will come to gain great power he will not lose his balance of mind, but will have proper regard for other peoples’ rights and will give everyone his due. This word may also refer to the well-known title by which the Holy Prophet was known among his compatriots.
