یٰۤاَیُّہَا الَّذِیۡنَ اٰمَنُوۡا لَا تَتَّخِذُوۡا عَدُوِّیۡ وَعَدُوَّکُمۡ اَوۡلِیَآءَ تُلۡقُوۡنَ اِلَیۡہِمۡ بِالۡمَوَدَّۃِ وَقَدۡ کَفَرُوۡا بِمَا جَآءَکُمۡ مِّنَ الۡحَقِّ یُخۡرِجُوۡنَ الرَّسُوۡلَ وَاِیَّاکُمۡ ۙ اَنۡ تُؤۡمِنُوۡا بِاللّٰہِ رَبِّکُمۡ اِنۡ کُنۡتُمۡ خَرَجۡتُمۡ جِہٰدًا فِیۡ سَبِیۡلِیۡ وَابۡتِغَآءَ مَرۡضَاتِیۡ ۚ تُسِرُّوۡنَ اِلَیۡہِمۡ بِالۡمَوَدَّۃِ وَاَنَا۠ اَعۡلَمُ بِمَاۤ اَخۡفَیۡتُمۡ وَمَاۤ اَعۡلَنۡتُمۡ ۚ وَمَنۡ یَّفۡعَلۡہُ مِنۡکُمۡ فَقَدۡ ضَلَّ سَوَآءَ السَّبِیۡلِ
یعنی حملہ میں پہل کرتے ہیں جس کی وجہ سے رسول اللہ صلی اللہ علیہ وسلم اور صحابہؓ کو بھی گھروں سے باہر نکلنا پڑتا ہے۔
بعض مسلمانوں کی طرف اشارہ ہے جنہوں نے اس یقین سے کہ بہرحال فتح مسلمانوں کی ہوگی‘ اپنے مکّہ میں چھوڑے ہوئے رشتہ داروں کو بچانے کے لئے مکّہ پر حملہ آور مسلمان لشکر کی خبر پہلے سے کفار مکہ کو بھجوا دی تھی مگر خداتعالیٰ نے وحی سے اس کی خبر رسول کریم صلی اللہ علیہ وسلم کو دے دی اور مخبر پکڑا گیا (صحیح بخاری کتاب المغازی باب غزوة الفتح وَ ما بعث بِہٖ حَاطِبُ بنُ اٴبِیْ بَلْتَعۃَ۔۔۔)

The prohibitory injunction is of very strict character. Muslims are not to have friendly relations with the avowed enemies of God—those who drove out the Prophet and the Muslims from their hearths and homes and sought to destroy Islam. It is all-comprehensive in this respect that no consideration of bonds or ties of even the nearest blood relationship is allowed to interfere with it. The enemy of Islam is God’s enemy, whosoever he may be.

The Prophet, informed by revelation about it, sent ‘Ali, Zubair and Miqdad in search of the bearer of the letter. اِنۡ یَّثۡقَفُوۡکُمۡ یَکُوۡنُوۡا لَکُمۡ اَعۡدَآءً وَّیَبۡسُطُوۡۤا اِلَیۡکُمۡ اَیۡدِیَہُمۡ وَاَلۡسِنَتَہُمۡ بِالسُّوۡٓءِ وَوَدُّوۡا لَوۡ تَکۡفُرُوۡنَ
Important Words:
یثقفو کم (get the upper hand of you) is derived from ثقف and ثقفه means, he perceived it or attained it by deed or by knowledge; he reached him; he found him; he overtook him; he gained mastery over him; be overcame him and got possession of him (Lane).
Commentary:
The verse indicates how bitter the feelings of disbelievers are towards Muslims. They would use all means, their hands and tongues, etc. and would spare no effort to harm Muslims, and the greatest desire of their hearts is to see them revert to disbelief.

قرآن کریم میں دوسری جگہ آتا ہے کہ منافقوں کے لئے بھی استغفار نہ کرو۔ یہ اس کے اُلٹ نہیں۔ کیونکہ اس آیت سے صرف یہ نکلتا ہے کہ ابراہیمؑ کے چچا جن کا یہاں ذکر ہے منافق نہ تھے۔ بلکہ مذہب کے بارہ میں فریب خوردہ تھے۔ پس چونکہ نیک نیتی سے شرک کرتے تھے ان کے لئے استغفار جائز تھا۔ لیکن سورۃ توبہ کی آیت۱۱۴ سے پتہ لگتا ہے کہ ایک وقت ایسا آیا کہ حضرت ابراہیم علیہ السلام کو پتہ لگ گیا کہ ان کا چچا دُبدھا میں نہیں بلکہ سچے مذہب کا واقعی دشمن ہے تب انہوں نے اس سے براءت ظاہر کردی۔

The expression, Kafarna Bikum, which is generally translated as 'we disbelieve all that you believe in' may also mean, We have nothing to do with you; the expression, Kafara Bikadha, meaning, he declared himself to be clear or quit of such a thing (Lane).

The verse also implies that when God has brought into being a better brotherhood—the Brotherhood of Faith—than blood relationships, then why should Muslims be anxious to have friendly relations with those who are the enemies of God and His Prophet?

这节经文含有一个预言。穆圣的伙伴们得知, 虽然他们应该抛弃那些原为自己信仰的敌人一切友好关系, 哪怕后者和他们是血缘近亲, 但这种禁止必然为时不长。转瞬间, 从前的敌人会变成好朋友。这条戒律只适用于下一节经文所说明的那种不信者--------他们和穆斯林作战。不是与所有这些非穆斯林的朋友关系都是被禁止的。

The time was fast approaching when the erstwhile enemies would become their loving friends. The commandment applies only to such disbelievers, as the next verse shows, who are at war with Muslims. Friendly relations with all non-Muslims as such are not forbidden.

یعنی حکومتی لیول پر کفار سے اس خرچ کا مطالبہ کرو۔
یعنی کفار بھی ایسی عورتوں کا خرچ حکومتی لیول پر مسلمانوں سے طلب کریں گویا دونوں آیتوں میں اس قسم کے حقوق کو حکومتی حقوق تسلیم کر لیا ہے۔

Though when Muslims were being bitterly persecuted and it was not safe to leave Mecca and join the Muslim Community at Medina, a continuous stream of believers was pouring into Medina, leaving behind in Mecca their dear and near ones. These Refugees contained a fair number of women among them. The verse refers to such refugee Muslim women.
