The Arabic words rendered as, if Allah had enforced His will, they would not have set up gods with God, do not, and indeed cannot, mean, as some may suppose, that the idolaters commit sins because God so wills. They only mean that God has made man a free agent in matters of faith and has not forced His will on him. If He had enforced His will and compelled man to believe and act rightly, man could not have gone against His will. But in His infinite wisdom, He has made man a free agent in this respect. The verse thus makes it clear that Allah does not compel any person to accept the truth but leaves it to his option. If He had thought of compelling the people, He would certainly have compelled them to follow the truth; but in the interests of man himself it has not pleased God to use compulsion.
The concluding words, We have not made thee a keeper over them, nor art thou over them a guardian, are also intended to echo the same truth, i.e. just as God does not compel man to accept the truth, the Holy Prophet also cannot compel anybody, for he is only a Messenger of God. The words حفیظ (keeper) and وکیل (guardian or disposer of affairs) are intended to signify that the Prophet is neither responsible for the actions of disbelievers nor is he the disposer of their affairs. From the above-mentioned different meanings of Ruh and Kalimah it becomes clear that no special spiritual status attaches to Jesus. These and similar expressions have been used in the Qur’an about other Prophets and also about other righteous persons such as Mary (15:30; 32:10; 58:23). From the above-mentioned different meanings of روح and کلمة becomes clear that no higher spiritual status can be assigned to Jesus than to the other Prophets, on account of the word روح or کلمة having been used about him in the Quran. These and similar expressions have been used in the Quran about other Prophets also and even about persons who were not Prophets, such as Mary and the children of Adam (see 58:23; 15:30; 32:10; 21:92). It may be noted here that the words روح منه (mercy from Him) do not mean that the روح formed a part of the Divine Being but that it was only a gift of God. The expression منه (from Him) has been used in the Quran in this sense in 45:14.
In fact, the Quran uses these words about Jesus because foul charges were brought against him and his mother, Mary, by the Jews. These words are thus meant to exculpate and exonerate him from those charges and not to deify him. The Quranlends no support whatsoever to the absurd and unfounded view that Jesus was anything higher than a human being. He was human and of the earth, and yet a Messenger of God (e.g. 43:60; 19:31).

موثقا (a solemn promise) is derived from وثق for which see 2:28,64. It is synonymous with میثاق meaning a solemn promise, a covenant, etc. (Lane).
Commentary:
This verse points to a resemblance which the Holy Prophet possessed with Benjamin, the brother of Joseph from his own mother. Just as Jacob, before sending Benjamin to Egypt, took from his other sons a solemn pledge to protect him, similarly, before the Holy Prophetconsented to migrate to Medina, ‘Abbas, his uncle, took from the representatives of the Medinites, later known as Ansar, a solemn undertaking that they would protect him by all means in their power (Hisham & Tabari).

Commentary:
With this verse begins an account of Moses and his people. The preceding verse alluded to the Divine promise that the Holy Prophet and his followers would conquer "the Distant Mosque" and the land around it. Muslims are told here that Jerusalem and the country around it was first given to Moses and his people in accordance with Divine promise. The people of Moses lost it because they disobeyed the commandments of God. Muslims should beware lest they also break God’s covenant and incur His displeasure.
Towards the close of the previous chapter, reference was made to Jews, and Muslims were directed to argue with them in a way that is best (16:126). This direction implied that in their discussion with Jews, Muslims should base their arguments on principles accepted by Jews and should advance reasons in support of the truth of Islam from their own (Jewish) Scriptures. The present chapter provides an illustration of the way in which Muslims should discuss religious matters with "the People of the Book." It refers to prophecies contained in the Jewish Scriptures which point to the corruption and degeneration of Jews and their breach of the divine covenant which made them the object of Divine punishment and tells them that now they could only save themselves by accepting the New Covenant—Islam.
