The words do not mean that the world is retrogressing. It is no doubt progressing as a whole, but some of the older nations which rose to heights of civilization in the past were so advanced in certain branches of art and science that in those specific branches they were not equalled by the generations that followed. For instance, the modern age, in spite of the marvels it has wrought in the domain of science, still gazes with wonder at some of the works of ancient Egyptian civilization.

The verse predicts that the enemies of the Holy Prophet shall be destroyed like the enemies of the former Prophets. Even within the confines of Arabia there had been people who were visited with Divine punishment in consequence of their opposition to their respective Prophets who appeared in bygone times. Among them were the tribes, Tubba‘, ‘Ad, Thamud and others whose stories were current among the Arabs.
The words, as We have established you not, do not mean that the world is retrogressing. The fact is that although the world is progressing as a whole, yet some of the older nations which rose to the heights of civilization in their time were so advanced in certain branches of art and science that in these specific branches they have so far not been equalled by the generations that followed. Take, for instance, the ancient Egyptians. The modern age, in spite of the marvels it has wrought in the domain of science, still gazes with wonder at some of the works of ancient Egyptian civilization. Similarly, there were people among the Arabs who carved wonderful fortresses out of rocks. Thus every people that ever attained to the heights of civilization enjoyed a certain distinction which is not shared by other nations. By using this expression, the Quran means to say, “When these powerful people were destroyed in spite of their mastery of certain branches of knowledge, how can your arts save you from destruction?”

“把天卷起” 的意思可以是, 伟大的帝国将被消灭, 强大的国家将被摧毁, 而其他的民族将代替它们取得政权。或者是, 通过穆圣, 将产生一次伟大的改革, 旧的天地将被卷起, 代替它的将是一个新创造出来的天地。旧的秩序将消亡, 将出现一种新的和较好的秩序来代替它。这个世界从来没有见到过像穆圣时代那样的一个民族生活会有如此彻底的变革。
“我再创造它” 这句话意示, 穆圣实现的秩序将会受到生于西方无神论和机械论文化对穆斯林生活所产生的追求实利观点所造成的挫折和倒退。但是这种挫折和倒退将是暂短的, 而伊斯兰教将经历一次新的精神复兴而重新获得胜利。
یعنی اس زمانہ کی دنیا تباہ کرکے اور نئی قومیں جنم لیں گی اور زندہ ہوں گی۔ جیسا کہ اس زمانہ میں ظاہر ہے کہ افریقہ جو مجہول براعظم کہلاتا ہے زندہ ہو رہا ہے۔

'The rolling up of the heavens' may mean that great empires will be swept away and powerful nations will be destroyed and other peoples will rise to power in their place. Or, the meaning may be that through the Holy Prophet a great transformation will come about and the old heaven will he rolled up and in its place a new heaven and a new earth will be created. The old order will die and in its place a new and better order will come into being. Never had the world witnessed such a complete transformation in the lives of a people as it did in the Holy Prophet’s time.
The expression, so shall We repeal it, implies that the order brought into being by the Holy Prophet will receive a setback through the material outlook on life of Muslims created by the godless and mechanistic Western civilisation. But this setback will be temporary and Islam will experience a new spiritual awakening and will again emerge triumphant.

But taken in a metaphorical sense it may signify that through the Holy Prophet a complete transformation will come about and the old heaven will be rolled up and in its place a new heaven and a new earth will be created. And so it came to pass. The old order died and with the Holy Prophet a new and better order came into being. Never had heaven witnessed such a complete transformation in the lives of a people as it did in the Holy Prophet’s time.
The expression نعیدہ (so shall We repeat it) implies that the order brought into being by the Holy Prophet will receive a setback through the material outlook on life created by the godless and mechanistic Western civilization. Just as a roof is a means of protection from rain, cold and heat for the residents of a house, similarly the heaven serves as a protection for the earth below and heavenly bodies exert their beneficial influence upon mankind.

Commentary:
The verse constitutes a beautiful commentary on the futility of idol-worship and gives two very strong arguments against it. First, God is the Creator of the heavens and the earth. He has subjected all that is in the earth, in the sea and even in the air to the service of man. It is this Lord of all life Who is entitled to our worship and not the idols of wood and stone or those of man’s own fancy. Secondly, when God has pressed the whole universe into the service of man and has made him the lord of the whole creation and His own chief handiwork, it is foolish on his part to degrade himself so low as to worship anything besides God.
The verse possesses another significance. The realization that all things are created for the service of man draws our attention to the uses and properties of different objects and urges us to study them and then turn them to our benefit. It is this study of natural objects that led to new discoveries and inventions and consequently to the great material progress which the early Muslims made in the heyday of their intellectual glory.

Commentary:
With this verse the Surah reverts to its original theme dealt with in the opening verses. It purports to say that the heavens and the earth and all that is between them have not been created in vain. They serve a mighty purpose and point to the existence of an Infallible mind, an Almighty Being Who has created them. Divine Prophets come into the world to call men to their Creator and when they come, those to whom they address their Message become divided into two groups—believers and disbelievers.

Commentary:
With this verse the Surah reverts to its original theme dealt with in the opening verses. It purports to say that the heavens and the earth and all that is between them have not been created in vain. They serve a mighty purpose and point to the existence of an Infallible mind, an Almighty Being Who has created them. Divine Prophets come into the world to call men to their Creator and when they come, those to whom they address their Message become divided into two groups—believers and disbelievers.

In the present verse, however, it is mentioned that like the earth the solar system with its planets and satellites took two days to become complete. Thus the whole universe came into existence in six days or periods which is quite in harmony with vv. 7:55 and 50:39. Taking the word Yaum in the sense of 'stage,' the three vv. 10, 11 and 13 taken together would mean that the whole physical universe was completed in six stages. After the creation of the universe, man came into existence and his creation also was completed in six stages (23:13-15).
