The upper part of the neck which is just below the head and is considered to be most vulnerable for dealing an effective blow with the sword.

فوق (upper part) is derived from فاق. They say فاقھم i.e. he was or became above them. So فوق means, the location or place that is above or over a person or a thing. They say فوقه رأسه i.e. his upper part is his head (Lane).
Commentary:
This verse shows that the angels are, as it were, intermediaries between God and men. It is through them that God’sassistance comes to men.
The verse also hints that there are some angels whose function is to strengthen the hearts of good men and make them firm, while there are others who are deputed to cast terror into the hearts of wicked men. So God bade the former class of angels to strengthen the hearts of the believers and told them that He would cast terror into the hearts of the disbelievers through the other class of angels.
God instructed the believers to strike the disbelievers at "the upper parts of their necks" because the upper part of the neck, i.e. that which is just below the head, is considered to be the best point for dealing an effective blow with the sword. This order related to such of the enemy as deserved to be killed and without killing whom the Muslims could not defend themselves. The striking on the “finger-tips” was meant to incapacitate the enemy and make them unfit for fighting. This order thus related to those of the enemy who, so far as possible, were to be spared with the infliction of minimum injury. Both these orders were faithfully carried out, for although the Muslims were very weak at Badr, they were able to kill seventy of the disbelievers, mostly leaders, and take as many prisoners, while the enemy could kill only fourteen of them.

Commentary:
This verse purports to say that it is no matter of wonder that God should have granted such miraculous success to the Holy Prophet and should have brought about moral and spiritual reformation through him. What really would be a subject for wonder would be that the world should become corrupt and God should take no steps to reform it or that disbelievers could not rise to a new life after having fallen spiritually. When the water of life comes, death must depart.
The words, these it is who shall have shackles round their necks, and they shall be the inmates of the Fire, contain a warning that those who despair of the grace of God must burn in the fire of regret and remorse and those who reject and abandon the ways of God in favour of their self-devised plans and schemes, which are like so many shackles round their necks, must come to grief. It is a pity, however, that instead of turning their attention to the propagation of Islam and prayer and spiritual regeneration, present-day Muslims insist on legalizing interest and insurance policies, etc.

قرآن کریم میں مَسَحَ کا لفظ ہے جس کے معنے تھپکنے اور کاٹ ڈالنے دونوں کے ہوتے ہیں۔ مفسرین چونکہ ایک غلطی کر چکے تھے انہوں نے کاٹ ڈالنے کے معنے کو تھپکنے کے معنے پر ترجیح دی اور آیت کے یہ معنے کر دئیے کہ گھوڑے واپس بلا کر اس غصہ میں کہ ان کے دیکھنے میں نماز جاتی رہی‘ ان کو کاٹ ڈالا۔ حالانکہ یہ فعل ایک مجنون کا تو ہو سکتا ہے خدا کے نبی کا نہیں ہو سکتا۔ حقیقتاً اس جگہ یہی ذکر ہے کہ حضرت سلیمانؑ نے گھوڑے واپس بلائے اور چونکہ ان کو جہاد کے لئے پالا تھا ان کے ُپٹھوں پر ہاتھ مار کر تھپکنے لگے اور پیار کرنے لگے کہ میں نے ایسے اعلیٰ درجہ کے گھوڑے جہاد کے لئے تیار کئے ہیں۔

قرآن کریم میں مَسَحَ کا لفظ ہے جس کے معنے تھپکنے اور کاٹ ڈالنے دونوں کے ہوتے ہیں۔ مفسرین چونکہ ایک غلطی کر چکے تھے انہوں نے کاٹ ڈالنے کے معنے کو تھپکنے کے معنے پر ترجیح دی اور آیت کے یہ معنے کر دئیے کہ گھوڑے واپس بلا کر اس غصہ میں کہ ان کے دیکھنے میں نماز جاتی رہی‘ ان کو کاٹ ڈالا۔ حالانکہ یہ فعل ایک مجنون کا تو ہو سکتا ہے خدا کے نبی کا نہیں ہو سکتا۔ حقیقتاً اس جگہ یہی ذکر ہے کہ حضرت سلیمانؑ نے گھوڑے واپس بلائے اور چونکہ ان کو جہاد کے لئے پالا تھا ان کے ُپٹھوں پر ہاتھ مار کر تھپکنے لگے اور پیار کرنے لگے کہ میں نے ایسے اعلیٰ درجہ کے گھوڑے جہاد کے لئے تیار کئے ہیں۔
